Hai Phong to build special economic zone
The Hai Phong People’s Committee will implement nine key groups of solutions, including coordinating research and proposals for the establishment of a special economic zone and a core commune-level administrative unit model.
The Hai Phong People’s Committee has worked out a plan to implement nine key groups of solutions to realize conclusions and directions from the Central government and the City Party Committee on further improving and effectively operating the overall organizational model of the political system and the two-tier local government model. These include coordinating research and proposals for the establishment of a special economic zone to create new development space, as well as a core commune-level administrative unit model.
For this task, the City People’s Committee will coordinate with the Ministry of Finance and relevant ministries and sectors to study and propose a model and relevant mechanisms for the organization and operation of the special economic zone, aiming to create new development space with breakthrough mechanisms and a streamlined, capable, effective and efficient management model; connect infrastructure, public services and key economic spaces; form new growth poles; and meet regional and international competitiveness requirements.
The City People’s Committee will coordinate with the Ministry of Home Affairs and relevant ministries and sectors to study and propose a core commune-level administrative unit model with an appropriate scale, development conditions, governance capacity and ability to provide public services, so that it can create spillover effects, be replicated and lead development. This will be associated with the goal of making commune-level administrative units true new operational centers at the grassroots level, directly serving people and businesses and promoting socio-economic development in their respective areas.
