At 94, Heroic Vietnamese Mother Le Thi Binh in Loi Xa Village, Tue Tinh Commune still vividly remembers the first days of freedom and independence, when she attended a “Mass Literacy Education” class and learned to write her first letters. At that time, the class was held at the communal house, with no blackboard in the proper sense and insufficient desks and chairs... Therefore, when seeing spacious classrooms today and hearing about the city's tuition-free policy, Binh shed tears because her descendants are now cared for more fully than before.
If mobilizing the people's strength was the core factor behind the victory of the nation's great revolution in the autumn of 1945, then in the country's development today, caring for people's lives is the driving force that strengthens the social foundation for development. In Hai Phong, this lesson has consistently been absorbed, creatively applied and concretely reflected in policies supporting families eligible for preferential treatment, people who rendered services to the revolution, the poor and vulnerable groups.
At the recent 2026 mid-year regular session, the City People's Council officially adopted 24 important resolutions on mechanisms and policies for economic development, social welfare and people's livelihoods.
In particular, Hai Phong has consistently ranked among the leading localities nationwide in maintaining the highest and best preferential policies for people who rendered services to the revolution. Firmly adhering to the goal and clearly defining the direction that “investment in social welfare and social benefits must move one step ahead of economic development,” Hai Phong aims to have no households living in poverty under the multidimensional poverty standard by 2028.
...to building a worth-living city
Based on the city's social welfare policies and resolutions, the business community and Hai Phong people living away from home are ready to contribute resources to social welfare activities. This is demonstrated by clear and tangible results: Hai Phong achieved its poverty reduction target one year ahead of the schedule set by Resolution 16 of the City Party Congress and completed the elimination of temporary and dilapidated houses across the city. Social assistance, support for older people and vulnerable groups have received greater attention, with policies expanded. The city's social assistance standard is 40% higher than the national social assistance standard...
Bui Manh Phuc, Chairman of the City Red Cross Society, said that in just the first six months of this year, Red Cross activities from the city level to the grassroots level generated total humanitarian value of more than VND 74.8 billion, nine times the State budget allocated. These activities helped about 110,900 people facing difficulties, vulnerability and disadvantages through various activities, including regular and emergency assistance, construction of Red Cross houses and livelihood support.
According to Nguyen Duc Tuan, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong, alongside mobilizing residents to participate in movements, enthusiastically compete in labor and production, legitimately improve their livelihoods and promote sustainable development of the private sector, the city Fatherland Front system has established a “City-level Community Emergency Assistance Fund,” aiming to provide timely support to residents facing difficulties and effectively and practically implement the criteria for a “Civilized city, happy communes and wards,” with the goal that by 2030, every commune and ward will have at least five effective models of solidarity and self-governance.
As the benefits of development spread more widely and reach all groups of beneficiaries, social trust is further strengthened. This is also how the port city continues the spirit of “putting the people first” from National Day in the August 1945 autumn, creating a solid driving force for entering a new stage of development and joining the nation's era of rising forward.
