When businesses seek additional capital
In mid-August 2026, Vietnam Container Corporation JSC approved a plan to privately issue up to VND500 billion in bonds with a three-year maturity. The entire amount expected to be raised will be used to restructure debt. Previously, the company also worked out a plan to offer more than 187 million shares to existing shareholders, expected to raise about VND1.87 trillion, as well as a plan to issue up to VND1.5 trillion in bonds with warrants.
Thus, instead of relying solely on bank financing, a major business in Hai Phong's seaport and logistics sector is considering multiple instruments in the capital market at the same time. Combining equity, bonds and bank credit also allows the company to be more proactive in structuring its sources of capital, especially when investment needs are substantial and the payback period is long.
In the city, bonds have in fact been used by some businesses on a fairly large scale. Nam Quang Infrastructure Investment and Development JSC, headquartered in Nam Sach Industrial Park and the investor of Gia Loc Industrial Park, issued six bond lots in the final months of 2025, raising a total of VND4.5 trillion.
These figures, amounting to trillions of dong, show that the capital market is no longer an unfamiliar fundraising channel for Hai Phong businesses. For projects in seaports, logistics, industrial parks, tourism, real estate and industrial production with long investment cycles, the ability to raise capital with suitable maturities is particularly important.
Unlocking more long-term resources

State Bank Governor Pham Duc An said about 80% of banks' mobilized funds are short-term capital while businesses have a very large demand for medium- and long-term loans. Therefore, alongside ensuring credit for production and business activities, developing the capital market will help share the demand for medium- and long-term funding with the banking system.
This trend was quite evident in the first months of the year. According to data from the State Securities Commission, in the first half of 2026, the total value of stock and corporate bond issuances nationwide reached VND325.3 trillion, up 15.83% year on year. The stock market is increasingly playing a role in raising medium- and long-term capital, helping diversify financial instruments and reduce reliance on bank credit.
Hai Phong aims to have 87,000 active businesses by 2030, while developing large private enterprises with high competitiveness. As the scale of businesses grows, so does their demand for capital, particularly medium- and long-term funding. In addition to bank credit, the stock and bond markets need to become more important sources of capital for the business sector.
Developing the capital market needs to go hand in hand with improving business quality, financial transparency, capital-use plans and responsibility toward investors. Cases in the bond market several years ago showed that expanding this funding channel must be accompanied by market discipline and strict oversight of issuance, consulting and distribution.
