Expanding infrastructure to attract investment to industrial clusters

To achieve a GRDP growth rate of 13% or higher, Hai Phong is accelerating industrial cluster infrastructure development, creating industrial land and attracting investment to drive a breakthrough in production.

Accelerating infrastructure development and expanding production space

Under the adjusted industrial cluster (IC) development plan issued under Decision No. 5455/QD-UBND dated December 31, 2025, Hai Phong plans to develop 59 ICs with a total area of about 2,900 hectares. Of these, 45 ICs have been established and are undergoing infrastructure investment, covering a total area of about 2,356 hectares, while 14 have yet to be established, providing significant room for infrastructure development and attraction of secondary investors in the coming period.

The Department of Industry and Trade has provided recommendations and held working sessions with 20 IC infrastructure investors and People's Committees of communes and wards related to the ICs of Cao Thang, Doan Tung 2, Hong Phuc - Hung Long, Cua Hoat - Quan Thang, Quang Phuc, Van To, An Phu, Thang Long, Ba Hang...

Proactively monitoring progress, providing guidance on procedures and coordinating to resolve difficulties are expected to help accelerate infrastructure investment and improve the efficiency of IC exploitation, thereby creating additional production space, attracting secondary businesses and making better use of the city's potential for industrial development.

Nguyen Quoc Huy, Head of the Industrial Management Division under the Department of Industry and Trade, said: “ICs need to have synchronized infrastructure to ensure they are ready to accommodate projects and meet production needs. Along with completing infrastructure, it is necessary to proactively connect with and attract businesses to invest so that new production capacity can be quickly established. When infrastructure is effectively utilized, ICs will help expand the space for industrial development and create additional room for the city's growth.”

Along with urging the implementation of ongoing projects, the Department of Industry and Trade is advising on the development of the Hai Phong IC Development Plan through 2030 and providing input on 1:500-scale blueprints for industrial clusters. This provides a basis for proactively preparing land funds to meet investment and production expansion needs in the time to come.

Connecting businesses and putting projects into production

Along with urging the completion of infrastructure, the Department of Industry and Trade is strengthening connections between IC infrastructure investors and businesses seeking to invest in and expand production.

On August 7, it held a dialogue and business networking conference connecting manufacturing and import-export businesses with seaport enterprises and shipping lines. In addition to strengthening links in the supply chain, helping reduce logistics costs, improve competitiveness and promote exports, the conference also created opportunities for IC infrastructure investors to connect with secondary investors.

In the coming period, the department will continue to advise on the IC Development Plan and urge People's Committees of communes and wards and technical infrastructure investors to complete infrastructure and Put ICs into operation. The department will work alongside IC infrastructure investors to organize investment promotion activities and call on secondary businesses to invest in the city.

When infrastructure is completed on schedule, land is ready and businesses can find suitable locations, the value of each IC will no longer lie in planning figures but will be reflected in specific projects, production lines and new jobs. This will also be the clearest measure of the effectiveness of efforts to unlock resources, ensuring that every area of land put into use genuinely contributes additional value to the economy of the port city.
