‘Activating’ new policies to put Hai Phong People's Council’s resolutions into practice
Many new policies adopted by the Hai Phong People's Council through resolutions are being urgently implemented by local authorities, departments, sectors and agencies.
Prompt implementation after adoption
At the 3rd session of the 17th Hai Phong People's Council for the 2026 - 2031 term, held in late July 2026, 24 resolutions on issues directly related to the city's socio-economic development were adopted. Immediately after the resolutions were approved and promulgated, the city People's Committee, departments, sectors and localities urgently began putting them into practice.
In An Hai Ward, just days after the resolutions were approved, many local roads and streets officially received new name signs, with high consensus among local residents.
In addition, to realize the City People's Council's resolution on support policies for non-specialized workers in villages and residential groups who leave their positions immediately after restructuring and reorganization to improve the quality of personnel in villages and residential groups across the city, the Ward Culture and Social Affairs Division is focusing on advising and organizing meetings of the working group and the appraisal council to approve the list in accordance with regulations.
In many communes and wards across the city, the number of non-specialized workers in villages and residential groups who have left their positions following restructuring is relatively large. However, localities are actively reviewing and appraising cases in accordance with the City People's Council's resolution, the City People's Committee's requirements and guidance from the Department of Home Affairs, ensuring that eligible beneficiaries and funding are approved before August 30.
Unlocking potential and development opportunities through new policies
In social welfare and investment attraction, many new policies adopted by the City People's Council have also been "activated" and put into practice immediately to soon realize the city's development potential and opportunities and create changes in practice.
Among the 24 resolutions adopted by the City People's Council at its 3rd session, the resolution stipulating exemptions and reductions in land rental fees for socialization facilities and non-profit projects in the city is expected to make the city more attractive to investors in areas related to social welfare, services and improvement of residents' quality of life. This is because the city has expanded the eligible groups, extended the applicable period and increased the levels of land rental fee exemptions and reductions for many projects of these types.
According to Nguyen Trong Tien, Deputy Head of the City Tax Office, the City People's Council's adoption of the resolution has encouraged businesses to invest in education and healthcare, laying the foundation for the city's sustainable development.
"With preferential policies, businesses will also reinvest and serve people's lives. In the short term, the policy will affect the city's budget revenue. However, in the long term, given its social impact, land rental fee exemptions and reductions will provide an incentive for businesses to continue investing and expanding their operations, contributing to local socio-economic development, increasing budget revenue and improving people's quality of life," said Tien.
Currently, the City Tax Office, along with relevant agencies and localities, is implementing the resolution to soon create changes in investment attraction and develop infrastructure serving people's lives.
At the same time, a series of new policies adopted by the City People's Council are being urgently implemented. Many of these policies have a broad impact and are of great interest to voters. They will provide a foundation for the city to make a breakthrough in development and comprehensively improve people's quality of life.
