Promoting linkages between FDI and domestic enterprises
Hai Phong is connecting FDI and domestic enterprises to increase localization rates and bring Vietnamese businesses into global supply chains in line with Resolution No. 10-NQ/TW.

Expanding connections, increasing cooperation opportunities
Last July, with support from the Ministry of Industry and Trade and the Hai Phong Department of Industry and Trade, Manh Toan Plastic Co., Ltd. In Nguyen Giap Commune launched a smart factory development support project implemented by Samsung Vietnam. It is one of 10 enterprises nationwide selected to participate in the program in 2026.
Through the project, the company will receive consultancy and support to develop a smart production management system with various modern solutions, such as establishing an integrated management system covering the entire process from raw material storage, production, and assembly to shipment; upgrading cleanrooms and reducing defect rates caused by foreign particles; and applying technology to collect and analyze data in real time.
According to Do Van Quang, Deputy Director of Manh Toan Plastic Co., Ltd., after more than 10 years of manufacturing and processing high-end plastic products, his company has always sought to join global supply chains. With this support, the firm expects to raise its factory management level from Level 1.0 to Level 2.0, gradually meeting requirements to join Samsung's supply chain.
In addition to this support for business connections, in recent years, departments, agencies, and organizations across the city have stepped up efforts to connect and link FDI and domestic enterprises. These efforts have been recognized and highly appreciated by domestic and foreign business communities.
Deepening linkages
Hai Phong has identified stronger connections and linkages between the two business sectors as one of the tasks to achieve its growth targets, increase localization rates, and effectively leverage FDI resources in line with the orientation of Resolution No. 10-NQ/TW.

According to Nguyen Thi Bich Dung, Deputy Head of the Hai Phong Economic Zone Authority, in the coming period, alongside solutions to promote investment attraction, the authority will continue coordinating with relevant departments and agencies to survey businesses' needs for connections and connect FDI enterprises with domestic ones.
The Department of Industry and Trade also identifies strengthening solutions to connect the two business sectors in association with supporting domestic enterprises in improving their capacity and meeting requirements to participate in global supply chains.
Alongside support from departments and agencies, many associations and business organizations in the city are also proactively implementing solutions to help their members establish production linkages, including the City Business Association, Young Entrepreneurs Association, Small- and Medium-sized Enterprises Association, Logistics Association, Industrial Development Support Association, and Construction Contractors Association. Businesses can join these associations to stay updated on information, network, and connect with enterprises in their respective fields.
From a business perspective, Tran Van Thang, Chairman of the Hai Phong Business Association, proposed that the city establish a marketplace connecting supply and demand between FDI and domestic enterprises. Updating information on factories' demand for products and services in a digital environment would make it easier for businesses to find partners.
However, alongside support from departments, agencies, and organizations, businesses need to take greater initiative and maintain close contact with departments and agencies to receive timely information about business connection and trade promotion programs. At the same time, they need to improve their management, production, and business capabilities to gradually meet requirements for participating in supply chains.
