Hai Phong Master Plan through 2040, with vision to 2050 partially adjusted
The Hai Phong Department of Construction has announced a partial adjustment to the Hai Phong Master Plan through 2040, with a vision to 2050, and a partial adjustment to the Master Plan for the new Thuy Nguyen urban area.
The partial adjustment to the Hai Phong Master Plan through 2040, with a vision to 2050, covers the wards of Hong Bang, An Duong, An Hai, and Hoa Binh, and the partial adjustment to the Master Plan for the new Thuy Nguyen urban area through 2045 covers the wards of Bach Dang, Luu Kiem, and Hoa Binh.
The adjustments are based on the Law on Urban and Rural Planning No. 47/2024/QH15; the Law Amending and Supplementing Several Articles of the Law on Urban and Rural Planning No. 144/2025/QH15; the Government’s Decree No. 178/2025/ND-CP dated July 1, 2025, guiding the implementation of the Law on Urban and Rural Planning; the Prime Minister's Decision No. 18/2025/QD-TTg dated June 28, 2025, stipulating procedures for approving partial adjustments to urban and rural master plans approved by the Prime Minister and prepared by provincial-level People's Committees; and the Hai Phong People's Committee’s Decision No. 3054/QD-UBND dated August 1, 2026, approving the partial adjustment to the Hai Phong Master Plan through 2040, with a vision to 2050, in the wards of Hong Bang, An Duong, An Hai, and Hoa Binh, together with the partial adjustment to the Master Plan for the new Thuy Nguyen urban area through 2045 in the wards of Bach Dang, Luu Kiem, and Hoa Binh.
