Hai Phong sets timeline for five key transport projects in city center

The Secretary of the Hai Phong Party Committee has ordered five major transport projects in the city center to be placed under special monitoring for progress, quality, and disbursement.

Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the City National Assembly Delegation, chaired a meeting on August 22 afternoon to review the progress of five key transport projects in the city center.

The five projects include the construction of Nguyen Trai bridge and urban redevelopment in surrounding areas; the construction of Bui Vien – Le Hong Phong interchange; the construction of Bui Vien – Vo Nguyen Giap interchange; the construction of a road connecting National Highways 5 and 10, including Truong Chinh intersection; and the construction of Ring Road 2 from Tan Vu to Hung Dao and Bui Vien Road.

These projects play a vital role in connecting urban areas on both sides of the Cam river, linking National Highways 5 and 10 with the Ha Noi – Hai Phong Expressway, gradually completing the city’s strategic ring road, improving traffic capacity, and reducing congestion on major transport corridors. Their combined investment exceeds VND 21.56 trillion.

At the meeting, investors, supervision consultants, contractors, and local authorities reported on construction progress, difficulties and obstacles, proposed solutions, and committed completion deadlines. City leaders, departments, and agencies discussed the feasibility of the schedule and clarified the responsibilities of each unit for every project.

In his concluding remarks, Secretary of the City Party Committee Le Ngoc Chau acknowledged the efforts of the Party Committee of the City People’s Committee, departments, agencies, local authorities, investors, contractors, officials, engineers, and workers despite challenging construction conditions.

Chau instructed the investors, construction contractors, and supervision consultants to complete a detailed critical-path schedule for every project item and task and submit it to the City People’s Committee no later than August 25, 2026.

Under the agreed timeline, the three underpass sections at Nguyen Trai – Le Hong Phong, Bui Vien – Le Hong Phong, and Bui Vien – Vo Nguyen Giap interchanges must be completed and opened to traffic before the 2027 Lunar New Year, or by January 31, 2027. All related projects must be completed and put into operation before April 30, 2027.

For the road connecting National Highways 5 and 10, Truong Chinh underpass must open to traffic before April 30, 2027, and the entire project must be completed before September 2, 2027. Ring Road 2 from Tan Vu to Bui Vien must be opened along its full length before January 31, 2027 and completed for operation before April 30, 2027. Nguyen Trai bridge is targeted for structural closure in July 2027 and completion and opening to traffic in September 2027. These are maximum deadlines, and contractors are expected to further shorten the schedule wherever possible.

The Secretary of the City Party Committee also ordered the five projects to be placed under special monitoring for progress, quality, and disbursement, with weekly performance reviews and regular reports submitted to the Standing Board of the City Party Committee before the 25th of each month. The Hai Phong Traffic Construction Investment Project Management Board must assign specific leaders to oversee each project and hold them personally accountable for progress, quality, and disbursement results. Contractors that fail to fulfill their commitments will be firmly dealt with, supplemented, or replaced.
