45-day site clearance campaign for railway project

Clear deadlines
During an inspection of site clearance for the Lao Cai – Ha Noi – Hai Phong railway project in eastern Hai Phong on August 15, Vice Chairman of the Hai Phong People’s Committee Le Trung Kien instructed the localities of An Quang, An Khanh, An Lao, An Hung, Kien Minh, Kien Thuy, Dong Hai, Hai An, and Cat Hai Special Zone (excluding Nam Do Son Ward) to launch a 45-day intensive campaign to implement site clearance for the project.
The deadlines are clearly defined: agricultural land must be cleared by the end of August 2026, while residential land and other land must be completed by the end of September 2026.
Duong Dinh On, Deputy Director of the Hai Phong Department of Agriculture and Environment, said that after receiving cadastral extracts, local authorities proactively prepared reports on land-use origins, held public meetings, and issued land recovery notices to affected landowners.
As of August 15, seven of the 10 eastern localities (excluding An Lao, An Quang, and Kien Minh) had completed site clearance for 419,291.7 m2 out of a total 2,723,308.2 m2.
Pham Tien Thuat, Chairman of the Kien Minh Commune People’s Committee, said that after receiving the project boundary markers from the Railway Project Management Board under the Ministry of Construction, the commune carried out cadastral verification and surveying, issued land recovery notices, and publicly displayed compensation plans.
According to the plan, by August 17, the commune will have published the compensation plan and begun compensation payments to 199 households to recover 22 hectares of agricultural land. During August, it will approve and pay compensation to the remaining households with agricultural land. At the same time, the commune will handle site clearance procedures for three households with residential land, with completion targeted for September.

The volume of work required for site clearance along the eastern section of the Lao Cai – Ha Noi – Hai Phong railway is substantial, while the implementation timeline is extremely tight. The process has also revealed a number of issues that must be addressed simultaneously.
According to Duong Dinh On, the Department of Agriculture and Environment has issued guidance to help localities resolve individual bottlenecks and accelerate progress.
For isolated land parcels, local authorities have proposed identifying the relocation and resettlement needs of affected residents so that land recovery and clearance can be carried out under the special mechanism approved by the National Assembly in Resolution No. 187/2025/QH15 dated February 19, 2025.
Given the scale of the workload, local authorities have identified site clearance as a priority task requiring the coordinated participation of the entire political system. Efforts will focus on strengthening public communication, maintaining close engagement with local communities, and monitoring daily progress.
Difficulties arising during implementation will be classified individually so that appropriate solutions can be applied, helping ensure the railway project is completed and put into operation on schedule, thereby contributing to Hai Phong’s socio-economic development.
