Hai Phong steps up efforts to expand online public services

The rate of digitization of administrative records and the results of administrative procedures in Hai Phong has reached 96.24%, exceeding the government’s target.

Hands-on support for residents

Under Hai Phong’s plan to implement Resolution No. 57 at the local level, authorities are advancing a range of measures to restructure and digitize procedures, improve the quality of online public services and strengthen digital skills among officials.

In the first six months of 2026, 96.24% of administrative documents and procedure results across the city were digitized, exceeding the government’s target of at least 95%.

Khuc Thua Du Commune, one of the localities stepping up implementation of Resolution 57, now handles all administrative procedures online, with records linked through the National Public Service Portal. The commune has also completed connections to 13 national databases to support state management.

In July 2026, the Khuc Thua Du Commune Public Administration Service Center received nearly 1,500 online applications for administrative procedures, with 100% of the records digitized.

Vu Tuan Duong, director of the center, said the result was partly attributable to the introduction in July of the “Five-Minute Immediate Service” and “No-Appointment Day” models, under which certification procedures are processed immediately to meet residents’ transaction needs.

The center also introduced a “Ninth Hour” model every Monday afternoon, extending the hours for receiving applications and returning results for all administrative procedures under commune-level authority.

For many young people, completing an online public service procedure can take only a few minutes. But older people, vulnerable groups and those less familiar with smartphones often need more direct guidance.

Dong Thi Bien, from Thien Xuan Village in An Thanh Commune, visited the An Thanh Commune Public Administration Service Center to complete a land-use rights transfer procedure.

“With detailed guidance from the staff at the center, I completed everything within a few minutes. The confirmation notification was also sent to my phone. I find online public services fast and convenient,” Bien said.

Further strengthening service capacity

Despite the initial results recognized by residents, online public services still face challenges before they become a familiar option for everyone.

Some residents, particularly older people and those less familiar with technology, still struggle to remember account details and passwords, enter information or complete electronic authentication procedures. Others use smartphones regularly but mainly for communication and entertainment, so they still need assistance when carrying out administrative procedures.

Alongside improvements to infrastructure and software, local authorities therefore need to maintain dedicated support teams, particularly to assist those who are less confident using digital services.

In An Quang Commune, the Public Administration Service Center has been equipped with facilities and information technology infrastructure that basically meet requirements. However, the commune oversees a large administrative area, while workloads in administration, justice and state management have increased three- to fourfold compared with before, putting considerable pressure on the civil servants.

Under Plan No. 350 of the Hai Phong People’s Committee on science and technology for 2026, the city has identified science and technology, innovation and digital transformation as key breakthrough priorities, with a strong shift from institutional development toward practical action measured by tangible results serving residents and businesses.

Specific targets include providing basic digital skills training to 100% of the city’s public employees; integrating an additional 10 to 15 groups of data from departments and agencies into the Intelligent Operations Center (IOC); and ensuring that at least 80% of users have access to fixed broadband with speeds of more than 1 Gbps.

For Resolution 57 to deliver results, authorities must focus not only on infrastructure, data and technology platforms but also on the people who use them.

With the goal of meeting the set targets, the Department of Home Affairs is advising the Hai Phong People’s Committee on expanding the use of AI to analyze data at the IOC and upgrading the virtual assistant to help residents and businesses access online public services.
