Fast-tracking disbursement and construction

Accelerating construction, removing bottlenecks, and strengthening the accountability of leaders are the measures Hai Phong is taking to speed up public investment disbursement.

Adjusting disbursement schedule

To accelerate public investment disbursement and create momentum for growth, the Hai Phong People’s Committee has issued a revised 2026 public investment disbursement plan.

Under the plan, the city aims to disburse VND 36.956 trillion by 31 December 2026, equivalent to 100.1% of the target assigned by the Prime Minister and 100% of the target approved by the City People’s Council.

To achieve this goal, cumulative disbursement by the end of the third quarter of 2026 must reach VND 27.505 trillion, equal to 74.5% of the Prime Minister’s target and 74.4% of the City People’s Council’s target. Of that total, more than VND 21.3126 trillion allocated to city-managed projects is required to be disbursed, representing 74.2% of the assigned capital.

The City People’s Committee has assigned monthly disbursement targets to each investor, unit, and People’s Committees at commune, ward, and special zone levels, linked to each funding source. Units managing large amounts of capital are required to closely monitor progress, promptly resolve emerging obstacles, generate completed workloads, and increase disbursement value in line with the assigned scenario.

Meeting targets, staying on schedule

For the remaining months of the year, the City People’s Committee has instructed investors and local authorities to review the progress of every project and contract package, quickly complete procedures, accelerate construction, carry out acceptance and payment for completed works, and ensure that capital is invested in projects on schedule.

Priority is given to projects with large construction volumes, whose implementation and disbursement significantly affect the city’s overall performance. Several projects are scheduled for completion in 2026, including the upgrade and expansion of Provincial Road 391 from the former Hai Duong City to the East-West trunk-road (November 2026), the construction of Tan An bridge and its approach connecting to National Highway 18 (November 2026), and the upgrade of Provincial Road 390B together with the construction of a bypass around the former Thanh Ha township center (December 2026).

The city has also instructed investors in projects scheduled for completion in 2027 to urge contractors to accelerate construction. The Ring Road 2’s section linking Tan Vu, Hung Dao, and Bui Vien is targeted for completion and operation in April 2027, while the Nguyen Trai bridge construction and surrounding urban redevelopment project is scheduled for completion in September 2027.

From now until the end of the year, the city requires disbursement progress to be closely aligned with project implementation so that capital is quickly converted into completed workloads and finished projects. Close monitoring of every project and contract package, together with linking implementation progress, disbursement, and the responsibility of leaders, will enable the city to remove bottlenecks in a timely manner, improve the efficiency of public investment, and contribute to achieving its economic growth targets for 2026 and the 2026 – 2030 period.
