As Hai Phong pursues a GRDP growth target of at least 13% in 2026, the city is leveraging its unique advantage of having all five modes of transport.
Expanding room for growth
Speaking about the role of transport infrastructure in Hai Phong’s GRDP growth, Minister of Construction Tran Hong Minh said that maintaining a high growth rate requires not only new investment projects and production capacity, but also an infrastructure system capable of enhancing connectivity and creating spillover effects. This is Hai Phong’s advantage as it possesses all five transport modes: road, rail, maritime, inland waterway, and air.
That direction is being translated into reality through a series of projects. The city has become a vast construction site in 2026, with 31 key projects being implemented simultaneously. Among them, transport and seaport projects play an important role in completing the network linking all five transport modes, expanding development space, and laying the foundation for industrial parks, logistics, and new urban areas.
As it implements Resolution No. 11-NQ/TU on strengthening leadership and direction to achieve GRDP growth targets of 13% or higher in the second half of 2026 and during the 2026 – 2030 period, the city aims to quickly turn its locational and infrastructure advantages, while addressing existing bottlenecks, into real growth capacity. Transport infrastructure must become a vital link in the chain of production, circulation, and goods distribution.
Recently, the city broke ground on three major transport projects with a total investment of more than VND11 trillion, including a route connecting National Highway 5 with National Highway 10 through Kien An and Vinh Bao, Hai Phong section of the Ninh Binh – Hai Phong Expressway, and Van Uc 2 bridge. These projects will help complete the transport network, ease pressure on existing routes, and improve connectivity between Hai Phong and other localities in the region.
Making the most of five transport modes
Resolution No. 11-NQ/TU requires the completion of 100% of the planned site clearance in 2026, especially for key projects, ensuring that site delays do not affect the progress of transport routes. It also calls for the preparation of a proposal to develop Hai Phong into a modern international logistics center linked to its international seaport and economic corridors, with a report to be submitted to the Government in the third quarter of 2026. This is intended to strengthen connections between seaports, roads, railways, inland waterways, and logistics centers, thereby improving the efficiency of all five transport modes.
According to Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan, for transport infrastructure to truly become a growth driver, the city needs to focus on completing connecting projects and improving interoperability among different transport modes, thereby reducing travel time and costs while increasing the efficiency of the system.
The targets set out in Resolution No. 11-NQ/TU place high demands on Hai Phong in the remaining months of 2026 and throughout the 2026 – 2030 period. In making full use of its five transport modes, the practical value of the resolution lies in turning infrastructure and investment bottlenecks into specific tasks with clear implementation schedules, from accelerating investment, public disbursement, and land clearance to resolving planning and land-use issues, developing logistics, and completing strategic infrastructure.
