More housing opportunities for workers in western Hai Phong
An expanding supply of social and rental housing, together with new policies, is creating more opportunities for workers in western Hai Phong to secure stable housing.

Growing supply
Rapid industrialization and urbanization have fueled growing demand for housing for workers across Hai Phong. In the western part of the city, industrial hubs such as Dai An, Tan Truong, Phuc Dien, and VSIP have formed major employment clusters, increasing the need for housing that is within workers' financial reach.
In Mao Dien Commune, construction began in May 2026 on a social housing project within Cam Dien – Luong Dien New Residential Area. The development includes three 15-story apartment buildings with 672 units and a total investment of more than VND 550 billion, providing additional housing for low-income residents and workers in nearby areas.
Meanwhile, in Tan Hung Ward, a social housing project in the expanded Tan Phu Hung Residential and Urban Area offers 1,479 apartments across five buildings. The project is continuing to receive purchase applications, with the provisional selling price publicly announced at VND 17.627 million/ m2.

Hai Phong is also increasing the supply of rental housing. In June 2026, construction started on a service complex within the expanded Dai An Industrial Park, featuring seven 10-story residential buildings with more than 1,000 rental apartments for workers. The project is scheduled for phased completion by the fourth quarter of 2027.
Expanding access to stable housing
In the second quarter of 2026, Hai Phong completed 864 social housing units, exceeding its target by 395 units. In the first six months of the year, the city completed 1,383 units, nearly 400 more than planned.
For 2026, Hai Phong aims to complete more than 7,000 social housing units, surpassing the Government's target of 6,700 units. The city also targets the development of at least 1,000 rental housing units. At present, 34 social housing projects involving tens of thousands of apartments are being implemented, including around 10 under construction and 24 with investors already selected.

The city has planned to purchase about 4,256 social housing apartments with around VND 4.3 trillion for rental and studied mechanisms to expand the rental housing supply through commercial housing projects.
Since August 2026, the city has applied an income adjustment coefficient of 1.16 for eligibility to purchase or lease-purchase social housing. Accordingly, single individuals earning up to VND 29 million/ month, single parents with one or more minor children earning up to VND 40.6 million/ month, and married couples with a combined monthly income of up to VND 58 million are all eligible, broadening access to social housing for a larger share of the city's workforce.
