Hai Phong accelerates public investment disbursement
Hai Phong authorities have required relevant units to take greater responsibility and focus on site clearance to accelerate public investment disbursement.
Speeding up capital disbursement
Accelerating public investment disbursement has been identified by Hai Phong as a key task to create momentum for economic growth. At its 4th conference, the Municipal Party Committee tasked Party Committee of the Municipal People’s Committee with focusing on site clearance, accelerating construction and disbursement, and resolving difficulties related to materials, labor and equipment, particularly for key projects and works.
Following the direction of the Municipal Party Committee, departments, sectors, localities and investors have reviewed the progress of each project, resolved site clearance obstacles, flexibly adjusted capital allocation plans and urged contractors to speed up construction.
According to the Ministry of Finance, by July 31, 2026, Hai Phong had disbursed more than VND19 trillion, including over VND18.5 trillion from the local budget, equivalent to 50.4% of the plan assigned by the Prime Minister. Excluding the 5% savings from recurrent expenditures, disbursement of the local budget balancing fund reached about 53%.
With this result, Hai Phong ranked third nationwide in terms of disbursement value, behind only Ha Noi and Ho Chi Minh City, while also ranking among localities with disbursement rates above the national average. This provides a foundation for the city to continue striving to achieve 100% disbursement of its 2026 public investment plan.
Removing bottlenecks on the final stretch
Maintaining a disbursement rate above the national average is a positive sign, but pressure remains high as the city works toward its target of disbursing 100% of the 2026 capital plan.
At the July 2026 regular meeting of the Municipal People’s Committee, city leaders assessed that July disbursement had not met expectations, while little time remained in the year and factors affecting construction progress, particularly weather conditions, were forecast to remain complicated.
To achieve the target of disbursing 100% of the 2026 capital plan, Municipal People’s Committee leaders have stepped up site inspections, directly overseen and urged progress on numerous key works and projects and promptly addressed emerging difficulties and obstacles.
Based on the results of these inspections, Chairman of the Municipal People’s Committee Do Thanh Trung has asked departments, sectors, localities and investors to closely review and assess the disbursement capacity of each work and project and proactively anticipate potential problems to develop appropriate solutions.
Communes, wards and special zones were also required to focus on completing site clearance and fully resolving long-standing issues.
