New regulations on land prices in Hai Phong

The Hai Phong People's Council has issued three resolutions introducing new regulations on land price calculation in the city.

The Hai Phong People's Council has issued three resolutions concerning land price calculation in the city.

The Hai Phong People's Council has passed several resolutions concerning the city's land prices at its third session.

Under Resolution No. 10/2026/NQ-HDND, which amends and supplements provisions on criteria for determining the location of each type of land and the number of land locations in the city's land price table issued together with Resolution No. 33/2025/NQ-HDND dated October 12, 2025, the City People's Council amended several points and clauses of Articles 10 and 11. These cover cases in which a land parcel is classified as Location 1 based on four roads; cases in which a residential land parcel in an urban or rural area can be assigned a location based on multiple roads with different land prices, with the location determined according to the nearest road, or, where applicable, according to the road with the higher land price.

For residential, commercial and service land adjoining multiple roads or streets listed in the land price table, the location and land price will be determined based on the road or street with the higher value. In addition, each additional adjoining road or street will result in a 10% increase in the value of the land parcel.

Resolution No. 11/2026/NQ-HDND sets the maximum and minimum levels for the market price adjustment coefficient system for land prices in Hai Phong.

The two resolutions took effect on August 8, 2026.

The City People's Council also issued Resolution No. 34/NQ-HDND amending and supplementing the city's first land price table under its Resolution No. 85/NQ-HDND dated November 12, 2025.

Under the resolution, prices for other agricultural land and concentrated livestock production land are determined based on the price of perennial crop land in Location 1. The resolution also amends and supplements land prices for residential, commercial and service land, non-agricultural production establishment land and mineral extraction land in rural areas, as well as the land price tables for residential, commercial and service, non-agricultural production establishment and mineral extraction land in urban areas. Several roads have also been removed from the table.
