Driven by practical needs

At HHP GLOBAL JSC in Dong Hai Ward, employers and employees have studied a solution entitled “Balancing the white-water system in the paper production line to reduce fresh water consumption and fresh water treatment costs.” The company's leaders said optimizing the water circulation system helps ensure product quality and production efficiency while reducing fresh water consumption and treatment costs. This enables the company to cut costs, use resources more efficiently and reduce its environmental impact.

The solution was among 60 projects, solutions and initiatives that won awards at the Science and Technology Innovation Contest in March, contributing to reducing electricity consumption in the paper production line.

In the field of State management, the application of artificial intelligence (AI) in official duties has opened up new directions for building a modern, professional, transparent and efficient administration. Virtual assistants, data analysis, automated document classification, chatbots supporting administrative procedure inquiries, etc. are being increasingly widely used, helping reduce processing time and improve the quality of services for residents and businesses.

The spirit of innovation is also reflected in models designed to be accessible to residents. The “Digital An Phong – Accompanying residents” application developed by An Phong Ward puts residents at the center, aiming to promote digital access based on the principles of being easy to access, easy to use and easy to interact with. Through the ward's Zalo OA account, residents can access 12 digital services supporting daily life and administrative procedures.

Promoting valuable initiatives

Following the merger of provincial-level administrative units and the operation of the two-tier local government system, the labor innovation movement continues to spread in Hai Phong. The number of applications for city-level recognition of initiatives has risen rapidly. Hai Phong received 264 applications in 2023, rising to 618 in 2025, more than 2.3 times the 2023 figure. In the same year, Hai Duong received 341 applications.

In response to the “Mass digital education” movement, the city has also selected 13 outstanding initiatives for wider replication, including the “Digital citizen” model in Hong Bang Ward, the “AI application” model in An Phong Commune and Phu Lien Ward, and the “Digitizing tourism information” model in Cat Hai Special Zone.

Director of the Department of Science and Technology Nguyen Cao Thang said the department has advised the Municipal People's Committee to develop regulations for assessing the effectiveness and scalability of city-level initiatives. The regulations aim to introduce a quantitative evaluation framework, expand the electronic submission of applications and develop a digital database of initiatives. Specialized agencies will be able to search and cross-check the database to identify duplicate initiatives, helping protect authors' intellectual property rights.

The value of initiatives will also be “quantified” through specific criteria based on actual results, a clearly defined scope of impact and scalability. This will help identify solutions that are genuinely effective, can be replicated and create value beyond the agencies and organizations where they were developed. These initiatives and solutions can become drivers for improving governance, promoting digital transformation, efficiently using resources and contributing to the goal of building a fast-growing, modern and sustainable Hai Phong.
