High-tech projects open up new growth opportunities for Hai Phong
By attracting a steady stream of projects in semiconductors, electronics, robotics and high-tech supporting industries, Hai Phong is gradually building a modern manufacturing ecosystem that will underpin rapid and sustainable growth.

Appeal of high-tech projects
In the first seven months of 2026, Hai Phong attracted approximately USD 3.26 billion in foreign direct investment (FDI), a surge of 71.8% year on year. Nearly 90% of the inflows were directed to industrial parks and economic zones. Notably, the composition of FDI is shifting as more projects in semiconductors, electronics, robotics, optical equipment, new materials and high-tech supporting industries choose Hai Phong as their destination.
This trend was clearly reflected at the conference announcing the Prime Minister's decisions on economic zones and launching the Hai Phong Free Trade Zone in late July. Among the 13 newly licensed and expanded investment projects with total registered capital of around USD 2.6 billion were several major high-tech projects, including LG Innotek's semiconductor packaging substrate manufacturing plant, Lite-On Vietnam's electronics and optical equipment manufacturing project, Rorze Robotech's robot and motor control equipment manufacturing project, Shin-Etsu Vietnam's rare earth product manufacturing project, and Meiko Hai Duong Vietnam's high-tech machinery and electronic equipment manufacturing project.
The list of projects highlights Hai Phong's shift toward attracting investment in industries with high technological content and greater value added.
From pioneering projects, Hai Phong is gradually building an FDI ecosystem in electronics and high technology, with the presence of leading global corporations such as LG, Pegatron, Lite-On, Biel Crystal, Shin-Etsu, USI, Brother and Hyundai. Hai Phong is now home to nearly 1,900 FDI projects with total registered capital of approximately USD 54 billion, maintaining its position among Vietnam's leading destinations for foreign investment.
New institutions pave the way for high-tech investment

The growing presence of high-tech projects in Hai Phong is driven not only by the city's advantages in seaport infrastructure, transport connectivity and industrial land, but also by institutional breakthroughs and a clear development strategy. Building on the National Assembly’s Resolution No. 226/2025/QH15 on piloting special mechanisms and policies for the city's development, Hai Phong is gradually creating new development spaces to strengthen its competitiveness in attracting high-quality investment.
A key feature of the current development phase is that economic zones are being planned not merely to expand industrial space, but to foster industries with high technological content and greater value added.
The Hai Phong Specialized Economic Zone is oriented toward high technology, innovation, research and development, artificial intelligence, robotics, big data, supporting industries and modern logistics.
Meanwhile, the Southern Hai Phong Coastal Economic Zone is expected to become a hub for high-tech industries linked to the marine economy, seaports and international logistics.
The Hai Phong Free Trade Zone is also expected to enhance the city's competitiveness through preferential mechanisms and policies covering investment, trade, customs, logistics services and modern governance, enabling businesses to shorten project implementation time, reduce costs and improve competitiveness.
With these strategic directions, attracting high-tech projects will not only bring additional investment but also help build a stronger business ecosystem, promote technology transfer, improve labor productivity and enhance the competitiveness of the economy. This will provide the foundation for Hai Phong to achieve its goal of maintaining average annual GRDP growth of 13% or higher in line with Resolution No. 11-NQ/TU, while further reinforcing its role as a growth pole of the Red River Delta and the nation.
