Hai Phong waives four charges and seven fees
The Hai Phong People's Council has issued a resolution waiving charges and fees for certain administrative procedures completed online.
The Hai Phong People's Council has issued Resolution No. 23/2026/NQ-HĐND regulating charges and fees under its authority for administrative procedures carried out online in the city.
Under the resolution, no charges will be collected for four administrative services, namely civil registration, issuance of work permits for foreign nationals working in Vietnam, issuance of certificates of land use rights and ownership of land-attached assets in Hai Phong, and issuance of construction permits in the city.
The resolution also provides that no fees will be charged for seven services, including registration of secured transactions; appraisal of applications for certificates of land use rights and ownership of land-attached assets; appraisal of applications for the issuance, reissuance and amendment of environmental permits; appraisal of environmental impact assessment reports; appraisal of applications for water resources permits in Hai Phong; appraisal for the selection and recognition of mother trees, elite trees, forest nurseries and seed forests; and appraisal for certificates of eligibility to operate sports businesses and professional sports clubs in the city.
The resolution will take effect on August 8, 2026.
