Shorter procedures strengthen investment appeal
Administrative reform and digital transformation are helping the Hai Phong Economic Zone Authority improve governance and the investment environment, and provide better support for businesses.

Putting businesses first
Modernizing governance with businesses at the center has become a guiding principle of the Hai Phong Economic Zone Authority's administrative reform program. Through digital transformation and technology adoption, many administrative procedures have been digitized, integrated, and automated, reducing processing times, improving public administration, and making it easier for businesses to invest, produce, and operate.
At the heart of this transformation is the e-Heza management and administration system. The platform has digitized 100% of administrative procedures under the authority's jurisdiction while integrating data on investment, planning, construction, labor, environment, and science and technology into a single system.
The benefits are evident in practice. Previously, businesses had to prepare multiple sets of documents and spend 15 to 20 days completing certain administrative procedures. Today, they can use digitized data and submit only the required additional documents, reducing processing time to about one day. In labor administration, around 500 enterprises now need only about three minutes to update information through the system instead of compiling reports manually.
Choi In Kwan, General Director of LG Display Vietnam Hai Phong Co., Ltd., said the support provided by the city authorities and the Hai Phong Economic Zone Authority has enabled the company to continuously expand production. LG Display Vietnam Hai Phong currently has a designed production capacity of 14 million OLED products per month, generates average annual exports of USD 5.8 billion, contributes around VND 1 trillion to the budget each year, and provides jobs for more than 22,000 workers.
Building a competitive advantage

Administrative reform has become more than a management task, it is now a key factor in enhancing the attractiveness of the investment environment. With the goal of reducing administrative processing times by at least 50% compared with current regulations, the Hai Phong Economic Zone Authority is improving services for businesses, shortening project preparation time, lowering compliance costs, and enabling projects to become operational sooner. These efforts also support Hai Phong's strategy of attracting high-tech, innovation-driven, and high-value-added investment projects.
The impact of these reforms is reflected in investment results. During the first seven months of 2026, Hai Phong's industrial parks and economic zones attracted more than USD 3 billion in foreign direct investment, equivalent to 83.79% of the year’s target. They are now home to 1,063 FDI projects with a combined registered capital of more than USD 46.1 billion.
The city has also expanded its development capacity, with five new industrial parks approved for investment and establishment, and eight others breaking ground, creating room for more large-scale investment projects in the coming years.
Speaking at the conference reviewing performance in the first half of 2026, Pham Van Thep, Member of the Standing Board of the Hai Phong Party Committee and Head of the Hai Phong Economic Zone Authority, called for continued innovation of State management with a focus on transparency and service, while accelerating administrative reform and digital applications in investment, planning, construction, labor, and environmental management. These efforts, he said, will provide an important foundation for further improving the investment environment, enhancing the competitiveness of industrial parks and economic zones, and supporting the city's goal of rapid and sustainable economic growth.
