Hai Phong strives to achieve growth targets

The Hai Phong Party Committee has issued Resolution No. 11 to strengthen leadership and direction in achieving an average annual GRDP growth rate of 13% or higher.

Early-year achievements

Despite continued uncertainties in the global and regional economy, the Hai Phong Party Committee has maintained political and social stability while strengthening solidarity and unity throughout the city Party organization, authorities, and people.

The city has sustained positive economic momentum, with its Gross Regional Domestic Product (GRDP) growing by 11.33%, ranking third nationwide, first among Vietnam's seven centrally governed cities, and placing Hai Phong among the country's four localities with growth exceeding 11%.

Hai Phong was also recognized as one of Vietnam's five best-performing localities in economic governance based on the 2025 Provincial Competitiveness Index (PCI). The city continued to rank first nationwide in both the 2025 Public Administration Reform Index (PAR INDEX) and the 2025 Satisfaction Index of Public Administrative Services (SIPAS).

These achievements reflect the determination and concerted efforts of the entire political system, the business community, and the city's people.

Several localities and agencies, including Gia Phuc, Chan Hung, and Hop Tien communes, as well as the Transport Infrastructure Construction Investment Project Management Board, were commended for achieving high public investment disbursement rates. Localities such as Ngo Quyen, Phu Lien, Chi Minh, Viet Hoa, Tan Hung, and Kinh Mon made notable progress in site clearance, while Ngo Quyen, Gia Vien, Nhi Chieu, and Hong Bang recorded strong budget revenues during the first six months of the year.

Committed to growth

On July 15, 2026, the Hai Phong Party Committee issued Resolution No. 11-NQ/TU on strengthening leadership and direction to achieve an average annual GRDP growth rate of at least 13% during the second half of 2026 and the 2026 – 2030 period. The resolution assigns clear responsibilities to Party committees, Party organizations, governments, agencies, units, and local authorities at all levels.

The resolution outlines nine key groups of tasks and solutions, including maintaining the city's growth and budget revenue scenarios, ensuring the disbursement of 100% of public investment, attracting more non-budget investment, removing obstacles facing industrial parks and clusters, accelerating site clearance, land valuation, and the development of a land database, resolving long-standing projects and public assets, promoting housing development, addressing delayed urban development projects, meeting and exceeding State budget revenue targets, expediting planning preparation and approval, and advancing science, technology, and digital transformation.

To effectively implement Resolution No. 11, at the mid-year session of the 17th Hai Phong People's Council for the 2026 – 2031 term, held on July 27 and 28, Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong Delegation of National Assembly Deputies, called on Party committees, their leaders, and People's Committees at all levels to promptly develop action programs and implementation plans for the conclusions and resolutions adopted at the session, particularly those related to Resolution No. 11 on achieving annual GRDP growth of at least 13%.
