Hai Phong to create new growth space, enhance investment appeal
Hai Phong is preparing to announce key decisions on its economic zones and launch a free trade zone, paving the way for new growth space and strengthening the city's investment appeal.

Expanding space for a new stage of growth
Hai Phong is to hold a conference on July 30 to announce the Prime Minister's decisions on the city’s Special Economic Zone and Southern Coastal Economic Zone, and the launch of a free trade zone. The event is expected to open up new growth space, creating fresh momentum to enhance the city's investment appeal and competitiveness.
After many years of maintaining one of the country's highest economic growth rates, Hai Phong is entering a new stage of development that requires not only sustaining its growth momentum but also creating stronger drivers for breakthrough development.
According to Pham Van Thep, Member of the Standing Board of the city Party Committee and Head of the city Economic Zone Authority, this is the time for the city to shift its growth model toward greener, more sustainable, and higher value-added development in order to maintain its competitive edge.
Against this backdrop, the July 30 conference carries particular significance.
Under the theme "Creating New Growth Space," the conference will not only mark the implementation of major Central bodies’ policies for Hai Phong but also convey the city's determination to establish new drivers of development.
Around 500 delegates, including Government leaders, representatives of ministries and agencies, international organizations, business associations, and domestic and foreign corporations and investors, are expected to attend the event. It will also include the presentation of investment registration certificates to several representative projects.
Turning the ambition of double-digit growth into reality

Expanding development space can only deliver real benefits when accompanied by a qualitative transformation in investment attraction. This is also a key requirement set out by the city Party Committee in Resolution No. 11-NQ/TU dated July 15, 2026 on strengthening leadership and direction to achieve GRDP growth targets of at least 13% per year on average during the second half of 2026 and the 2026 – 2030 period.
The resolution calls for continued improvement of strategic infrastructure, including transportation, seaports, logistics, infrastructure for economic zones, industrial parks and the free trade zone, as well as digital infrastructure, energy, and urban infrastructure.
It also emphasizes improving the operational efficiency of economic zones and maximizing the role of the free trade zone as a new growth pole with regional and international competitiveness. This is considered the foundation for attracting high-tech projects, increasing production value, and generating long-term growth momentum.
Under this development strategy, the Special Economic Zone, the Southern Coastal Economic Zone, and the free trade zone will not only expand the city's development space but also create favorable conditions for Hai Phong to attract new-generation investment flows and develop internationally competitive manufacturing, logistics, and innovation hubs.
Through institutional decisions and the expansion of its development space, Hai Phong is gradually laying the foundation for a new phase of growth. As new mechanisms and policies are implemented in tandem with infrastructure development and the establishment of new economic zones, the city will be better positioned to attract high-quality investment, cultivate new growth drivers, and realize its target of achieving average annual GRDP growth of at least 13% during the 2026 – 2030 period.
