Unlocking capital sources to sustain growth momentum

Along with GRDP growth of 11.33% in the first half of 2026, banking and credit activities in Hai Phong have remained stable and safe, continuing to support the economy.

Outstanding loans grow strongly

According to the State Bank of Vietnam’s Region 6 Branch, as of June 30, Hai Phong had 91 Level-1 bank branches. In addition, there is one Cash Management Center of the Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank), two branches of financial leasing companies, and two branches of microfinance institutions.

Since the beginning of 2026, credit institutions across the city have implemented coordinated credit measures in line with macroeconomic developments, focusing lending on production and business activities, priority sectors, and new growth drivers such as science and technology, innovation, digital transformation, private sector development, social housing, and renewable energy.

At the same time, they have continued to streamline administrative procedures, expand digital banking services, improve customer service quality, and ensure the safety of banking operations.

Commercial banks pay attention to lending to small- and medium-sized enterprises and household businesses, making access to credit more convenient.

Nguyen Thi Dung, Director of the State Bank of Vietnam’s Region 6 Branch, said that by June 30, total deposits in Hai Phong had reached VND 679.576 trillion, up 4.68% from the end of 2025 and 10.1% from the same period in 2025. Hai Phong's deposit growth rate was higher than the regional average.

Rather than remaining idle at credit institutions, these deposits were quickly channeled into the economy. Accordingly, outstanding loans in Hai Phong reached VND 545.743 trillion, up 7.51% from the end of 2025 and 19.02% from the same period in 2025. The ratio of non-performing loans remained below 2% of total outstanding loans.

Directing capital flows to the right places

Both deposits and outstanding loans have recorded strong growth in Hai Phong. The city has set a target of achieving GRDP growth of at least 13% in 2026 and throughout the 2026 – 2030 period, requiring capital flows to be managed effectively and directed toward sectors that create high added value for the economy and contribute directly to growth.

In line with the policies of the Government and the State Bank of Vietnam, credit institutions across the city have proactively balanced their funding while giving priority to lending for industrial production, business activities, and import-export.

The city has given special attention to the development of social housing and rental housing. Helping investors in social housing projects gain quick access to preferential financing under the VND 145 trillion credit package has helped ease their funding constraints.

Nguyen Huu Khuyen, Director of Newland Investment JSC, said his company is developing a social housing project in the expanded Tan Phu Hung urban area with a total investment of VND 1.362 trillion. As a result, the company has substantial financing needs. Recently, it gained access to preferential loans from the Hai Phong Development Investment Fund, the Vietnam Bank for Social Policies, and other credit institutions in the city. This has enabled the company to accelerate the project's progress, expand its production and business activities, and contribute to Hai Phong's development.

The growth in outstanding loans and the fact that non-performing loans remain within a safe threshold reflect the economy's ability to absorb capital and the business community's confidence in Hai Phong's investment and business environment. When capital flows are directed to the right places, the economy will definitely gain stronger momentum for rapid and sustainable growth.
