‘Paying gratitude’ movement spreads across Hai Phong
Activities honoring people who rendered service to the nation have become more vibrant in many localities across Hai Phong city this July.
Heartfelt acts of gratitude
Amid the joy of moving into a new home, Cao Xuan Dinh, a war invalid in Bac An Phu Ward, could not hide his emotion. After years of living in a deteriorating house, his family received VND80 million from Factory Z173 under the General Department of Defense Industry to build a "gratitude house" through coordination and mobilization by the ward's Vietnam Fatherland Front Committee.
"This is not only a new home but also a reflection of the care and appreciation of the Party, the State, and the community for those who devoted themselves to the country. My family is deeply grateful for this support," Dinh emotionally said.
Dinh's story is one of many vivid examples of the collective efforts of the community. From 2022 to June 2025, the city coordinated the construction and repair of 328 houses with total funding of more than VND13 billion.
In addition to housing support, all living Vietnamese Heroic Mothers in the city are currently being cared for by agencies and organizations.
These days, healthcare and social welfare activities are also being carried out simultaneously by agencies and localities. In early July, a medical team from the city Officials' Healthcare Center under Viet Tiep Friendship Hospital visited the homes of two Vietnamese Heroic Mothers to provide medical check-ups. They included Tran Thi Cai (born in 1940, Gia Vien Ward), whose husband and one son were martyrs, and Nguyen Thi Nuoi (born in 1929, An Lao Commune), whose two sons were martyrs.
On this occasion, the center has also organized home medical examinations, health consultations, and presented gifts to more than 10 Vietnamese Heroic Mothers, war invalids, and other people with meritorious service.
Humanitarian policies create a ripple effect
While the community's heartfelt acts have brought comfort to people who rendered service to the nation, Hai Phong's dedicated policies are creating a foundation for the sustainable development of the "Paying gratitude" movement.
The city has recently issued Plan No. 126/KH-UBND on support for eliminating temporary and dilapidated houses for biological children of resistance activists affected by Agent Orange. According to the review, 149 households are eligible for assistance, including 90 for new house construction and 59 for house repairs. The support levels are VND100 million and VND50 million per household, respectively.
On June 23, 2026, the city People's Council also adopted a resolution providing gifts worth VND5.5 million per person to people who rendered service to the nation and their relatives on the occasion of the 79th War Invalids and Martyrs’ Day.
Accordingly, nearly 97,700 people across the city will benefit, with total funding of more than VND537 billion. In addition, about 96,000 people with meritorious service and their relatives will continue to receive gifts from the State President in accordance with regulations.
According to Tran Van Huy, Deputy Director of the city Department of Home Affairs, Hai Phong always regards caring for people who rendered service to the nation as a regular political task and the responsibility of the entire political system.
The city has not only fully and promptly implemented Central bodies’ policies but also introduced a number of dedicated support mechanisms with higher benefit levels to improve beneficiaries' living standards.
More importantly, activities to care for and honor people with meritorious service have consistently received attention and support from the whole society, enabling the "Paying gratitude" movement to continue spreading and become a voluntary practice among agencies, organizations, businesses, and residents.
