Data standardization for Hai Phong’s breakthrough development
Hai Phong is progressively integrating and standardizing data to effectively exploit databases and drive socio-economic development.
Forming database system
Kien Hai, a coastal commune covering 31.86 km2 with a population of nearly 45,000, is stepping up the standardization of its land database. With more than 28,800 land parcels under management, the locality considers an accurate land database essential for effective resource management, site clearance and investment attraction.
Alongside Kien Hai, localities across Hai Phong city are implementing a comprehensive citywide data strategy. The Steering Committee on Data, headed by the Chairman of the municipal People's Committee, has issued the city's Data Strategy to 2030, a Data Architecture Framework, and a plan to complete shared and sector-specific databases.
To date, Hai Phong has established six core databases covering population, land, civil status, educational qualifications, civil servants and social insurance. More than 4.44 million permanent resident records have been updated; over 1.28 million land parcels have been digitized; more than 4.6 million civil registration records have been digitized; and nearly 99.8% of social and health insurance participants have been authenticated against the National Population Database. The city is working to ensure these databases are accurate, complete, clean and up to date, with real-time updates to support governance, forecasting and decision-making.
Creating new growth momentum
According to Vu Dai Thang, Deputy Director of the Hai Phong Department of Science and Technology, the city is developing digital platforms, data-driven monitoring and operational systems, while enhancing digital skills among officials and residents alongside database development. As a result, Hai Phong ranks third among Vietnam's 34 provinces and centrally governed cities in the Digital Transformation Index.
More than 2,100 administrative procedures of the city have now been digitized at a very high level. The digitization rate of administrative records exceeds 96%, while more than 99% of applications are processed on or ahead of schedule. In agriculture, data on cultivation areas, production facilities, product traceability and OCOP products are helping enhance the value of agricultural products. In logistics, the city is pursuing the development of a digital seaport, a digital free trade zone and digital supply chains.
Hoang Minh Cuong, Vice Chairman of the municipal People's Committee, said the city aims for every resident to use the Smart Hai Phong application as a "digital assistant", helping build a community of digital citizens who actively participate in developing digital government and a digital society.
Building databases that are accurate, complete, clean and up to date is not only a key requirement of digital transformation but also a driver of breakthroughs in governance, investment attraction, digital economic development and public services. By turning data into a shared asset across the entire system, Hai Phong expects to gain fresh momentum for accelerated growth.
