Hai Phong strives to maintain 100% health insurance coverage among students
During the 2025–2026 academic year, all 1,050 educational institutions across the city implemented the student health insurance program, ensuring continued participation in the health insurance scheme for pupils and students.
According to the Hai Phong Social Security Agency, the implementation of the student health insurance policy in the 2025–2026 academic year achieved positive results, with the health insurance participation rate continuing to be maintained at a high level.
All 1,050 out of 1,050 educational institutions across the city implemented the student health insurance program, with 885,382 pupils and students participating, reaching a 100% coverage rate and fulfilling the target set for the 2025–2026 academic year.
To maintain this achievement in the 2026–2027 academic year and effectively implement the Law on Health Insurance and related legal regulations, Vice Chairman of the Hai Phong People's Committee Vu Tien Phung has issued directives in Document No. 8820, requesting departments, sectors, local authorities, and relevant agencies and organizations to focus on carrying out key tasks.
Accordingly, the Hai Phong Social Security Agency will take the lead, in coordination with relevant departments, sectors, local authorities, and educational institutions, in strengthening communication and dissemination of health insurance policies and regulations for pupils and students through appropriate methods. The agency will work to raise awareness and responsibility among parents, pupils, students, and educational institutions regarding participation in health insurance.
The agency will also coordinate with the Department of Education and Training to review and compile statistics on the number of pupils and students at each educational institution in the 2026–2027 academic year, and provide guidance on implementing health insurance from the beginning of the school year. Periodically, or when required, the Social Security Agency will provide the Department of Education and Training, and the People's Committees of communes, wards, and special administrative areas, with lists of educational institutions and pupils or students who have not participated in health insurance or whose participation remains incomplete, so that relevant agencies can coordinate follow-up measures.
The Department of Education and Training will coordinate with the Social Security Agency to direct educational institutions to strengthen communication on the significance, benefits, and responsibilities associated with health insurance participation. The responsibility of heads of educational institutions will be linked to the results of health insurance policy implementation. Educational institutions are also required to disseminate health insurance policies and regulations to pupils, students, and their parents or guardians from the beginning of the academic year, encourage participation, and maintain a 100% participation rate among pupils and students.
For 12th-grade students and final-year university students, communication and outreach efforts should be strengthened to encourage continued participation in health insurance, ensuring uninterrupted benefits in accordance with regulations. Educational institutions will also coordinate with social security agencies to sign agreements on the collection of health insurance contributions and effectively carry out school healthcare activities.
In addition, the Department of Health will direct medical examination and treatment facilities to continue improving the quality of health insurance-covered healthcare services, ensuring that pupils and students holding health insurance cards receive their full entitled benefits in accordance with the law.
The Department of Finance will take the lead, in coordination with relevant agencies, in advising on the allocation of funding to implement policies supporting health insurance contributions for pupils and students eligible for assistance from the local budget, ensuring that funding is allocated, provided, and transferred in a timely manner.
The Vice Chairman of the People's Committee requested directors of departments, heads of agencies and sectors, chairpersons of commune-, ward-, and special zone-level People's Committees, heads of educational institutions, and relevant organizations to strictly implement the directives and proactively coordinate in resolving any difficulties or obstacles arising during implementation. Issues beyond their authority must be promptly reported to the Hai Phong Social Security Agency for consolidation, reporting, and submission to the People's Committee for consideration and direction.
