Industrial parks and economic zones attract over USD 46 billion in FDI

As of the end of June 2026, Hai Phong's industrial parks and economic zones had attracted a cumulative total of 1,071 foreign direct investment (FDI) projects, with a combined registered investment capital of more than USD 46 billion.

Mr. Pham Van Thep, Member of the Standing Committee of the Hai Phong Party Committee, Secretary of the Party Committee, and Head of the Hai Phong Economic Zone Authority, chaired the conference.

On the afternoon of July 13, the Party Committee of the Hai Phong Economic Zone Authority held a mid-year review conference to assess its performance during the first six months of 2026 and outline key tasks for the remainder of the year.

The conference was chaired by Mr. Pham Van Thep, Member of the Standing Committee of the Hai Phong Party Committee, Secretary of the Party Committee, and Head of the Hai Phong Economic Zone Authority.

During the first half of 2026, Hai Phong's industrial parks and economic zones attracted USD 2.93 billion in foreign direct investment (FDI), achieving 81.4% of the annual target. A major highlight was the newly licensed LG Innotek Vietnam Hai Phong Co., Ltd. project, with a total registered investment of USD 1 billion.

As of the end of June 2026, the city's industrial parks and economic zones had attracted a cumulative total of 1,071 FDI projects, with total registered capital exceeding USD 46 billion, further reinforcing Hai Phong's position among Vietnam's leading localities in attracting foreign investment.

In addition, the industrial parks and economic zones attracted VND 38.848 trillion (equivalent to more than USD 1.6 billion) in domestic investment. Enterprises operating in these zones generated VND 567.893 trillion in revenue, representing 41.9% of the annual target.

During the first six months of 2026, the Hai Phong Economic Zone Authority accomplished a number of key strategic tasks. These included advising on the establishment of the Hai Phong Specialized Economic Zone, implementing the Master Plan for the Southern Hai Phong Coastal Economic Zone, launching the development of the Hai Phong Free Trade Zone, accelerating the progress of the Lach Huyen Deep-Sea Port terminals and the LNG-fired Power Plant Project, and establishing four new industrial parks.

The Authority also coordinated site clearance for 26 industrial parks, commenced construction on eight industrial parks, launched a workers' and experts' accommodation project in Dai An Industrial Park, and promoted green transition and sustainable development initiatives.

Party-building efforts continued to deliver positive results, with the Authority surpassing its targets ahead of schedule for establishing Party organizations and recruiting new Party members in non-state enterprises.

During the conference, delegates reviewed the achievements of the first half of the year, analyzed existing challenges, and proposed a range of measures to ensure the successful implementation of key priorities during the remaining six months of 2026.

In his closing remarks, Mr. Pham Van Thep, Head of the Hai Phong Economic Zone Authority, emphasized that during the first half of the year, the Authority's Party Committee had provided strong and decisive leadership in line with the city's action agenda. As a result, the Authority successfully accomplished numerous key tasks and achieved significant progress across most areas of its work, particularly in attracting foreign direct investment (FDI).

In addition to highlighting the achievements made during the first half of the year, Mr. Pham Van Thep also pointed out several challenges and constraints. These included the incomplete legal framework for the Hai Phong Free Trade Zone, delays in land clearance and infrastructure development at several industrial parks, an insufficient supply of high-quality human resources, intensifying competition for investment attraction, and continued fluctuations in raw material prices and investment costs.

He called on the entire Party Committee, specialized departments, affiliated units, and Party organizations within enterprises to continue promoting unity, innovation, and creativity while carrying out their responsibilities in accordance with the principle of the "Six Clarities"—clear responsibilities, clear tasks, clear timelines, clear accountability, clear outcomes, and clear authority.

Priority should be given to achieving the city's 2026 socio-economic development targets, contributing to Hai Phong's goal of attaining GRDP growth of at least 13%. The Authority also aims to attract between USD 3.6 billion and USD 4 billion in foreign direct investment (FDI) into the city's industrial parks and economic zones in 2026, while fulfilling production and construction targets in line with the city's growth scenario.

Mr. Pham Van Thep also urged the accelerated implementation of the Hai Phong Free Trade Zone, the continued development of the Hai Phong Specialized Economic Zone, and the completion of planning for the Southern Hai Phong Coastal Economic Zone. In addition, he called for research into a proposal to establish the Northern Hai Phong Economic Zone, creating new development space and growth momentum for the city.

He further emphasized the need to expedite land clearance and infrastructure investment in industrial parks and economic zones; modernize and enhance the transparency of state administration under the guiding principle that "the success of businesses is the success of the city"; accelerate administrative reform; and expand the application of information technology, artificial intelligence (AI), and digital data in investment management, planning, construction, labor, and environmental management. He also stressed the importance of promptly deploying a digital platform to support the management and operation of the Hai Phong Free Trade Zone and upgrading the eHeza digital system.

At the same time, the Authority will continue to prioritize workforce development and labor attraction, promote green transformation and the development of eco-industrial parks, strengthen national defense and security, enhance fire prevention and firefighting, ensure occupational safety, and further improve Party-building efforts throughout the Party Committee.
