The project investor has proposed reallocating nearly 1.2 trillion dong from the Van Uc 2 Bridge project to start construction of the road linking the Hanoi–Hai Phong Expressway to the coastal road.

Hai Phong is targeting a December groundbreaking for a 7.5-km road linking the Hanoi–Hai Phong Expressway with the city's coastal road, as part of the Ninh Binh–Hai Phong Expressway (CT.08) project.

The Hai Phong Transport Infrastructure Project Management Board, the project's investor, said it is carrying out site surveys, preparing detailed construction designs and conducting cadastral mapping for the section running from the Hanoi–Hai Phong Expressway to the coastal road interchange.

The project is scheduled to begin construction in December 2026.

Another 6.5-km section between the Hanoi–Hai Phong Expressway and the coastal road will be built as a four-lane expressway on a 24.75-metre-wide roadbed, together with frontage roads on both sides measuring 7 and 8 metres wide.

The project also includes two grade-separated interchanges.

Land acquisition will be carried out within the planned 68-metre right-of-way.

The project has a total investment of 4.3351 trillion dong, funded by the central government and Hai Phong city. Of the total, 2 trillion dong will come from the central budget and 2.3351 trillion dong from the city budget. The project is scheduled for implementation between 2026 and 2028.

The project will acquire about 82.72 hectares of land across Kien Minh, Kien Hai, Duong Kinh and Nam Do Son wards and communes.

The project management board is working with local authorities to complete cadastral surveys and verify land ownership. Mapping is expected to be completed in July, with land clearance scheduled to begin in August.
