Hai Phong prioritizes education investment to support long-term development

Hai Phong plans to allocate more than 241 billion VND to provide free textbooks for students across the city, under a policy scheduled to take effect from the 2027-28 academic year.

The Hai Phong People's Committee has approved a proposal by the Department of Education and Training to introduce the policy two years ahead of the nationwide timetable, which is set for the 2029-30 school year.

The decision follows a series of education policies implemented by the city in recent years and reflects Hai Phong's continued priority on education and human development.

Education has long been regarded as a national priority in Vietnam. In Hai Phong, that approach has been reflected not only in policy documents but also through practical measures and sustained investment at different stages of the city's development.

The city plans to allocate more than 241 billion VND to finance the free textbook program, reaffirming education as one of its key priorities. While implementing major infrastructure projects and other socio-economic development programs, Hai Phong has continued to allocate resources to education, reflecting its view that investment in people is an investment in the future.

The free textbook policy is expected to benefit hundreds of thousands of students and their families. Following the introduction of tuition fee exemptions, textbook support will further reduce education costs, particularly for lower-income households, while ensuring students have the required learning materials from the beginning of the school year.

The program also marks the next step in Hai Phong's long-term education strategy. The city has continued investing in modern and standardized school facilities, improving teacher quality, and introducing policies to identify and nurture outstanding students, while recruiting and rewarding teachers involved in talent development.

Measures supporting students have been implemented alongside policies aimed at strengthening the teaching workforce and attracting talented educators, helping maintain balanced development between universal education and specialized education for high-achieving students.

The results of these policies have been reflected in the city's education performance. Hai Phong has consistently ranked among Vietnam's leading localities for education quality, with many students gaining admission to the country's top universities as valedictorians and runners-up, while others have won prizes in regional and international academic competitions.

Hai Phong is also one of the few localities in Vietnam to have maintained a record of students winning international awards for more than 20 consecutive years. In the 2026 national high school graduation examination, the city again ranked among the country's top performers in average scores, reflecting the results of sustained and long-term investment in education.
