Hai Phong increases income threshold for social housing from Aug. 1
From Aug. 1, the income threshold for eligibility to buy or lease-purchase social housing in Hai Phong City will be raised under an adjustment coefficient of 1.16.

The social housing project at Lac Vien Warehouse 3 provides about 4,448 apartments.
Hai Phong City People’s Committee has issued Decision No. 55/2026, which sets the adjusted income coefficient for eligibility to buy or lease-purchase social housing in the city. Under the decision, the adjustment coefficient is 1.16.
As a result, unmarried people, or those certified as single, with a monthly net average income of no more than VND 29 million are eligible, up from the current VND 25 million. Single parents raising children under 18 may have a maximum income of VND 40.6 million per month. For married couples, the combined monthly net average income of both spouses must not exceed VND 58 million, up from the current VND 50 million.
The coefficient applies to low-income urban residents; workers and laborers employed by enterprises, cooperatives and cooperative unions inside and outside industrial parks; and officials, civil servants and public employees eligible for social housing support policies.
Hai Phong People’s Committee has assigned the Department of Construction to coordinate with relevant departments, agencies and commune-level authorities, in organizing implementation, guiding, inspecting and supervising enforcement of the decision.
