Hai Phong accelerates industrial park land clearance
Land clearance and infrastructure development for industrial parks in Hai Phong recorded solid progress in the first half of 2026, as several major projects met or exceeded schedule.

Several projects make strong progress
Construction of Trang Due 3 Industrial Park began in December 2025. Covering more than 652.7 hectares with total investment of over 8 trillion dong, the project is designed to attract high-tech industries, supporting industries and environmentally friendly manufacturers. Following directives from the city authorities, An Truong and An Lao communes have stepped up land clearance to prepare ready-built industrial land for strategic investors.
By the end of June, nearly 304 hectares, or 46.5% of the project area, had been cleared, putting the project ahead of its second-quarter schedule. More than 172 hectares had been handed over to the developer, while infrastructure construction had reached about 12%, in line with the planned timeline.
Land clearance for Phase 2 of Nomura–Hai Phong Industrial Park in Hong An Ward also made solid progress. Since construction began in late March, more than 123 hectares of the project's total area of over 197 hectares had been cleared, equivalent to 63% and ahead of the second-quarter schedule. More than 57 hectares had been handed over to the developer.
At Kim Thanh 2 Industrial Park (Phase 1) in Kim Thanh Commune, around 160 hectares of the project's more than 234 hectares had been cleared, or about 68%, exceeding plan. More than 56 hectares had been handed over for infrastructure development.
According to the Hai Phong Economic Zone Authority, the city has 26 industrial park projects undergoing land clearance and infrastructure development this year. Thanks to concerted efforts by local authorities, many projects have met or exceeded schedule.

Tackling bottlenecks
Despite the progress, projects including Kim Thanh Industrial Park, Lai Cach Industrial Park and the Dai An Industrial Park expansion have yet to meet schedule. Others have remained on track with land clearance but continue to face bottlenecks that require prompt resolution.
According to local authorities, the biggest challenge is resettlement. Nguyen Van Nghiep, Chairman of the People's Committee of Kim Thanh Commune, said the commune has yet to secure funding to build the Nai Dong resettlement area, which will serve several projects, including Kim Thanh 2 Industrial Park.
For Trang Due 3 Industrial Park, the People's Committee of An Truong Commune has called for the early construction of two resettlement areas in Phuong Chu Nam, Hoa Giang and Ngoc Chu hamlets to support land clearance for transport infrastructure and a wastewater treatment plant.
Other challenges include verifying land ownership, implementing compensation and support policies, and transferring land clearance records from former administrative units to newly established ones.
As competition to attract investment intensifies among localities and industrial parks, timely land clearance and infrastructure development have become increasingly important to strengthening competitiveness and creating new room for growth. The city People's Committee has been holding regular meetings with local authorities and project developers to address bottlenecks.
At a recent meeting on the progress of industrial park projects, Vice Chairman of the Hai Phong People's Committee Le Trung Kien instructed local authorities to strengthen compensation, support and resettlement work, promptly resolve outstanding issues and immediately hand over cleared land to developers. He also assigned the Hai Phong Economic Zone Authority to prepare detailed project timelines, closely monitor progress and report issues beyond its authority to the city government. Relevant departments were instructed to review resettlement and complete land allocation procedures to keep projects on schedule. Developers were urged to work closely with local authorities, accelerate infrastructure construction and quickly prepare ready-built industrial land to attract new investment.
