Camera-enforced traffic fines contribute to restoring urban order
Several localities in Hai Phong have adopted camera-based traffic enforcement, helping to restore urban order.

Camera-based traffic enforcement through surveillance camera systems, security camera footage, and specialized law enforcement equipment has contributed to improving management efficiency and gradually establishing a more civilized urban environment.
Strict enforcement
Implementing Directive No. 08 of the Standing Committee of the Hai Phong Party Committee on leadership and direction in ensuring traffic order and safety to support the city's socio-economic development goals, as well as Directive No. 17 of the Chairman of the Hai Phong People's Committee on strengthening public order, urban order, sidewalk order, and the protection of road and railway safety corridors, many communes, wards, and special administrative zones have recently launched coordinated campaigns to raise public awareness, issue warnings, and handle violations.
In addition to direct on-site enforcement, many localities have adopted camera-based traffic enforcement through surveillance camera systems, security camera footage, and specialized law enforcement equipment. This approach has enhanced management efficiency, increased deterrence, and gradually fostered a more civilized urban environment.
At Luu Kiem Ward, based on images captured by the security camera system and law enforcement equipment, the police review and cross-check information, verify the owners of violating vehicles, and prepare case files for handling in accordance with regulations. During the peak campaign implementing Directive No. 17, Luu Kiem Ward Police imposed camera-based penalties on eight cases involving cars and motorcycles that illegally stopped or parked and violated sidewalk regulations along National Highway 10 and in several other key areas.
Major Do Van Tam, from the Public Order Police Team of Luu Kiem Ward Police, said that alongside public awareness campaigns and warnings, the unit has focused on inspecting locations where illegal stopping, parking, and encroachment on roadways and sidewalks frequently occur in order to promptly detect and handle violations. For cases of deliberate non-compliance, the authorities resolutely verify the violations and prepare case files for handling in accordance with regulations, thereby helping improve public awareness and compliance.
At Hong Bang Ward, in addition to communication and public outreach efforts, the ward police handled six cases of sidewalk-order violations during the peak implementation of Directive No. 17, including four cases involving illegally stopped or parked cars. The coordinated efforts of local authorities and law enforcement agencies have helped make many streets cleaner, more orderly, and better organized.
Mr. Nguyen Quang Hung, a representative of a business household on Hoang Van Thu Street, Hong Bang Ward, said: "Although our business has been affected to some extent, for the sake of the city's urban appearance and overall development, my family, along with many other businesses on this street, has voluntarily arranged our goods in designated areas and returned the sidewalks to pedestrians."
Receiving reports on hundreds of violations

In practice, camera-based traffic enforcement has helped address the recurring problem of violations reappearing as soon as enforcement officers leave the scene. When every violation can be recorded, verified, and handled—even in the absence of officers at the scene—public awareness and compliance among both residents and business owners have gradually improved.
Since July 3, the Administrative Management Police Department for Social Order and police forces in communes, wards, and special administrative zones across the city have received 560 reports from residents concerning urban order violations, the majority of which involved illegally stopped or parked vehicles. All reported cases have been or are being verified and handled in accordance with the law.
It is evident that camera-based traffic enforcement is not only a means of penalizing violations but also a modern urban management solution that enhances monitoring efficiency, strengthens deterrence, and promotes voluntary compliance with the law throughout the community. When inspection, monitoring, and enforcement are carried out regularly, consistently, and rigorously, urban order will continue to improve, contributing to the development of a civilized, safe, and modern city.
