Hai Phong reorganizes hamlets and residential groups, reducing the total to 1,723
Hai Phong has reduced the number of hamlets and residential groups to 1,723 following the reorganization of grassroots residential units, after more than 96% of voters backed the plan.

As part of the 2026 reorganization of hamlets and residential groups, all 112 communes, wards and special zones across the city sought public feedback on the draft reorganization plan by distributing consultation ballots to every household.
Public support for the plan reached 96.7%. After considering and responding to residents' feedback, communal People's Committees finalized the reorganization dossiers and submitted them to the People's Councils at the same level, which passed resolutions on the reorganization of hamlets and residential groups.
According to the Hai Phong Department of Home Affairs, 2,523 of the city's 3,086 hamlets and residential groups have been reorganized.
Following the reorganization, Hai Phong now has 1,723 hamlets and residential groups, down by 1,363 from before the reorganization, in line with the overall plan approved by the Hai Phong People's Committee.
The reorganization was carried out across the city, in compliance with the prescribed procedures and implementation schedule. Local authorities also completed preparations , enabling the newly reorganized hamlets and residential groups to officially begin operations on July 1.
