Proactive coordination to unlock development

To maintain growth momentum, Hai Phong needs not only resources and appropriate mechanisms, but also close coordination, initiative and a strong sense of responsibility from each locality and unit.

One important source of budget revenue for Tran Lieu Ward in 2026 is the auction of land-use rights for the technical infrastructure project serving a residential and resettlement area in Thuong Quyen Commune, former Kinh Mon Township. After the administrative reorganization and the operation of the two-tier local government model, the project was assigned to Kinh Mon Ward People’s Committee as the investor. As a result, the auction schedule depended on the completion of final settlement, acceptance and handover procedures for the project.

However, following instructions from city leaders, by the regular meeting for June, Kinh Mon Ward People’s Committee reported that it had completed the procedures to hand over the project to Tran Lieu Ward on the first day of July, removing a bottleneck in revenue.

Another case involves the upgrading and renovation of the District Road 191 passing through Quang Trung, Tien Dong and Nguyen Giap Communes in former Tu Ky District, now under Tu Ky and Lac Phuong Communes. After handover, Tu Ky Commune People’s Committee became the project investor. Difficulties arose because about 3 kilometers of the route remained within Lac Phuong Commune. Therefore, construction progress and capital disbursement depended on land clearance work in Lac Phuong.

Following strong direction from the city and efforts by the local authorities, by June 25 Lac Phuong Commune had handed over more than 2.8 kilometers of land, reaching 93.28 percent of the route length, creating conditions for the continuous project execution.

These are only typical examples. Over the past time, after the two-tier local government model was put in place, many tasks no longer fall entirely within the scope of a single locality, but require coordination among multiple agencies and units.

Amid many difficulties and challenges, one of key factors behind these results is Hai Phong’s proactive effort to concretize central policies through action programs and implementation plans based on the principle of ‘clear people, clear tasks, clear timelines, clear responsibilities, clear products and clear authority’. This is accompanied by stronger coordination among sectors and levels, and greater involvement of the business community and residents in carrying out assigned tasks.
