Stricter enforcement against pavement encroachment

Hai Phong has consolidated gains in street-and-pavement order thanks to decisive action from authorities of all levels and broad public supports.

Following Directive No. 08 of the City Party Standing Committee on leading and directing traffic safety and support for socio-economic development, and Directive No. 17 of the city chairman on strengthening public order, urban order, pavement order and transport corridors, wards, communes and special zones throughout the city launched a coordinated campaign to restore pavement and street order. After one month, authorities report positive results and a clear shift in public awareness on ensuring urban order and safety.

After the peak – campaign in June, localities should maintain regular and surprise inspections and strictly sanction repeat offenders. Crucially, the responsibility of local leaders and heads of units must be tied to the results of maintaining pavement order.

However, enforcement should also balance urban management with residents’ livelihoods. For households directly affected by clearance, localities must conduct field surveys and propose suitable locations for trading, gradually relocating vendors to planned zones, local markets or designated trading points.

Building a civilized city cannot rely solely on short-term campaigns. It requires sustained effort over the long term, determined leadership, active participation by enforcement agencies and, above all, a sense of responsibility from every resident to help build Hai Phong into a civilized, modern, orderly and safe city.
