Hai Phong proposes local support mechanism in Special Urban Law
Hai Phong has proposed adding provisions to the Special Urban Law to cover cities that are moving toward drafting this law.

On the morning of July 2, the Ministry of Justice held an online mid-year review of justice-sector work for the first six months and rolled out tasks for the last months of 2026. The conference was livestreamed from the ministry to 34 provinces and centrally-run cities.
Speaking at the online meeting, member of the City Party Committee and Director of the Hai Phong Department of Justice Ngo Quang Giap said that as of June 24, all 16 departments and agencies and all 114 commune-level People’s Committees in Hai Phong had submitted their comprehensive review reports to the Department of Justice. At the city level authorities reviewed 564 legally effective documents and 105 documents containing only repeal instructions; at the commune level they reviewed 562 normative documents. Based on the review, the city plans to propose measures on 284 city-level documents and 135 commune-level documents.
Discussing legal system improvement, the Hai Phong Department of Justice proposed the Ministry of Justice to include a mechanism to support localities when drafting the Special Urban Law, especially cities that already have National Assembly resolutions on special mechanisms and policies, including Hai Phong City.
At the conference, representatives from provinces and cities discussed several important topics related to two-tier local government operations in the justice sector; digital transformation; control of administrative procedures and measures to improve justice-sector effectiveness in the second half of the year.
