Hai Phong supports businesses using FTAs
In a decree taking effect upon its signing on June 26, the Government has detailed the support available to enterprises, cooperatives, and business households operating in the ecosystem designed to leverage free trade agreements (FTAs).

The decree, issued under the NA’s Resolution No. 250/2025, sets out policies to mobilize resources for building and operating the FTA Utilization Ecosystem and the sectoral Export Promotion Fund.
Notably, the decree details seven types of support for participating firms: assistance with administrative procedures; capacity-improvement support; human resources support; support to strengthen production and business linkages; market-connection and market-expansion support; assistance with pilot production, testing, inspection and quality certification procedures; and interest-rate support.
The decree also provides that enterprises, cooperatives and household businesses participating in the ecosystem may receive interest-rate support when taking medium- and long-term loans from credit institutions to implement production or business plans and projects under the ecosystem’s programmes and activities, provided they have not already benefited from other state interest-rate subsidy policies in the same period.
According to the decree, beneficiaries of interest-rate support are legally responsible for the accuracy of information they provide about their plans and projects; they must also repay the subsidized amounts if they violate rules on interest-rate support or credit institutions’ lending laws.
The decree takes effect on June 26, 2026.
