Communes, wards and special zones approve resolutions to reorganize hamlets and residential quarters

Hai Phong’s communes, wards and special zones have approved resolutions to reorganize hamlets and residential quarters and put into operation from July 1.

According to the Hai Phong Department of Home Affairs, by June 29 all communes, wards and special zones in the city had completed adoption of resolutions on the 2026 hamlet and residential quarters reorganization plan.

Based on public consultation, the People’s Committees of communes, wards and special zones submitted plans to their respective People’s Councils, which approved resolutions covering merger or split options, new names after reorganization, and the area and population size of units after changes.

At present, local authorities are issuing official notices and personnel decisions related to the reorganized hamlets and residential quarters. The newly formed units will begin operations on July 1.

The Department of Home Affairs is compiling and reviewing the citywide reorganization results after approvals by the People’s Councils at commune, ward and special-zone levels.

Under the city government’s overall plan, authorities reorganized 2,524 out of 3,086 existing hamlets and residential quarters to create 1,161 new units.

After reorganization, Hai Phong will have 1,723 hamlets and residential quarters (926 hamlets, 797 neighborhood groups), a net reduction of 1,363 units (down 44.2%). In some communes and wards the number of units fell by more than 50%, and several of the new units have substantially larger population sizes and areas.
