Hai Phong City Police have stepped up administrative enforcement for violations of traffic safety and urban order.

Acts such as encroaching on sidewalks and selling goods illegally will be subject to automated fines.

As part of a policy to expand application of science and technology in state management, on June 30, Hai Phong City Police, issued guidance on procedures for receiving, verifying and handling administrative violations in the fields of road and rail traffic safety and urban order.

Under the guidance, the automated-fine measure applies when there is sufficient documentary evidence, such as encroachment on roadways or sidewalks; unlawful street vending; erection of illegal awnings or advertising signs; parking or stopping on roads or sidewalks in violation of rules; and other violations related to traffic safety and urban order.

Data used to support enforcement will be collected from camera systems, technical equipment, devices provided by organizations or individuals, and from images or videos published by news outlets, media and social networks in accordance with legal regulations.

The handling procedure includes: verifying the information and identifying the offender; issuing notices requesting relevant organizations or individuals to attend for questioning; drawing up administrative-violation records; issuing penalty decisions; and enforcing those decisions.

The City Police require specialized units and police at commune, ward and special-zone levels to make effective use of AI camera systems and technical equipment, and to intensify public outreach to raise legal compliance among residents, contributing to building a civilized, safe traffic environment and orderly urban throughout the city.
