Hai Phong reports on settlement of voters' petitions

The Hai Phong People's Committee has released its responses to nearly 200 questions raised by voters across the city.

Ahead of the Hai Phong People's Council's regular mid-year session in 2026, the committee submitted a report on the settlement of specific petitions raised by voters at the council's year-end session in 2025 (the 32nd session of the 15th People's Council).

The committee responded to nearly 200 questions compiled from voters' opinions across 18 electoral groups. Many of the petitions focused on construction, land administration, natural resources, environmental issues, and social welfare policies.

For example, At Electoral Group No. 1, comprising Le Chan and An Bien wards, voters called for a review of planning schemes whose implementation has been delayed. They said some land use right certificates still identify land parcels as being designated for commercial use or bus stations, causing difficulties in land transactions.

The Hai Phong People's Committee said the 1:2,000 zoning plan for Le Chan District through 2040, approved under Decision No. 1559/QD-UBND dated May 23, 2025, remains the effective planning document for An Bien and Le Chan wards.

Under the 2024 Law on Urban and Rural Planning (Law No. 47/2024/QH15), zoning plans are subject to review five years after approval. If adjustments are required and meet the conditions and principles set out in the law, ward-level People's Committees will report to the competent authorities for approval of planning revisions.

The city's master plan through 2050, with a vision to 2075, was approved by the prime minister under Decision No. 423/QD-TTg dated March 11, 2026. Following approval of the master plan, the Hai Phong People's Committee will instruct the People's Committees of An Bien and Le Chan wards to review and propose adjustments to the 1:2,000 zoning plan.

Since May 23, 2025, applications for land use right certificates and land registration changes submitted in Le Chan Ward have been processed in accordance with the approved 1:2,000 zoning plan through 2040.

For land use right certificates issued before May 23, 2025 that still identify land parcels as designated for commercial use, bus stations or other planning purposes, the People's Committees of An Bien and Le Chan wards will coordinate with the Le Chan Regional Land Registration Office and relevant agencies to review the information against the approved 1:2,000 zoning plan.

The Hai Phong People's Committee has already provided detailed responses to other questions compiled from all 18 electoral groups across the city ahead of the People's Council's regular mid-year session.
