Government advances administrative simplification
Vietnam has issued 11 resolutions aimed at cutting, decentralizing and simplifying administrative procedures, streamlining business conditions, and reducing the number of conditional business lines.

Deputy Prime Minister Pham Thi Thanh Tra signed Official Dispatch No. 731/TTg-CDS on June 26, 2026, instructing ministers, heads of ministerial-level agencies and chairpersons of provincial and municipal People's Committees to continue effectively implementing the 11 government resolutions.
The resolutions were issued following Conclusion No. 18-KL/TW, dated April 2, 2026, by the 14th Party Central Committee on the 2026-2030 socio-economic development plan, national finance, public borrowing and debt repayment, and the five-year medium-term public investment plan for 2026-2030, in support of the country's goal of achieving double-digit economic growth. They aim to reduce, decentralize and simplify administrative procedures and business conditions while cutting the number of conditional business lines.
Based on Ministry of Justice's Report No. 439/BC-BTP dated June 18, 2026, on the implementation of decentralization and administrative reform measures, along with recommendations from the Government Office, the Prime Minister instructed the Ministry of Ethnic and Religious Affairs, the Ministry of Education and Training, and the Ministry of Health to carry out the approved plans to reduce, decentralize and simplify administrative procedures and business conditions. The ministries were asked to complete the work by June 30 and submit implementation reports to the Ministry of Justice by July 3.
The Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Culture, Sports and Tourism, and the Ministry of Construction were instructed to continue reviewing and proposing measures to reduce, decentralize and simplify administrative procedures and business conditions in line with the targets set out in Conclusion No. 18-KL/TW. The proposals must be submitted to the Ministry of Justice by July 3 for independent review before being reported to the Prime Minister by July 5.
The Ministry of Industry and Trade, the Ministry of Agriculture and Environment, the Ministry of Home Affairs, the Ministry of Construction, and the Ministry of Health were also directed to review 22 administrative procedures that had been decentralized but still require approval from higher-level authorities, and propose solutions to ensure full decentralization. The proposals are due to the Ministry of Justice by July 3 for independent review before submission to the Prime Minister by July 5.
Ministries and ministerial-level agencies are to standardize and publish internal and electronic procedures and integrate them into their centralized administrative procedure processing systems and the National Public Service Portal for procedures that have been decentralized or simplified. They are also to strengthen data connectivity and sharing between national and sector-specific databases, and expand the use of existing government data to replace documents and records already held by state agencies.
Provincial and municipal People's Committees were instructed to allocate sufficient resources to ensure that decentralized administrative procedures are handled smoothly and without disruption or delays for individuals and organizations. They were also asked to review, invest in and upgrade information technology infrastructure and equipment to improve data connectivity, interoperability and the effective use of data.
