State appraisal council formed for revised Lao Cai–Hanoi–Hai Phong railway project

Deputy Prime Minister Pham Gia Tuc has signed a decision establishing a State Appraisal Council to assess the revised pre-feasibility study for the Lao Cai–Hanoi–Hai Phong railway project, bringing together representatives from ministries and local authorities to help advance economic development and international connectivity.

Under Decision No. 1155/QD-TTg, dated June 26, 2026, the council will review the revised pre-feasibility study for the railway investment project.

According to the decision, the Minister of Finance will serve as chairman of the council, while deputy ministers of Finance and Construction will act as vice chairperons.

Council members include leaders from the ministries of Industry and Trade, Agriculture and Environment, National Defense, Public Security, Science and Technology, Foreign Affairs, Justice, Culture, Sports and Tourism, and Education and Training, as well as representatives of the State Bank of Vietnam and the People's Committees of Hanoi, Hai Phong, Lao Cai, Phu Tho, Bac Ninh and Hung Yen.

The Ministry of Finance will serve as the council's standing agency.

The council is responsible for completing the appraisal report in accordance with regulations, including determining whether the project dossier meets the requirements for the government to submit the revised investment policy to the National Assembly for approval.

The railway's main line will stretch about 390.9 km, passing through six provinces and cities: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen and Hai Phong. The line will run from the rail connection with China in Lao Cai Ward, Lao Cai Province, to Lach Huyen Port Station in Cat Hai Special Zone, Hai Phong.

The project has a total investment of more than 203.2 trillion dong and will be funded through public investment. The feasibility study is scheduled to begin in 2025, with the project targeted for completion by 2030.

The Lao Cai–Hanoi–Hai Phong railway is expected to establish a modern and integrated rail corridor to meet growing transport demand along the East–West economic corridor while strengthening international rail links between Vietnam and China.
