Hai Phong breaks ground on 1.11 trillion dong rental housing project for workers, experts
Hai Phong on Thursday broke ground on a rental housing project worth more than 1.11 trillion dong at the expanded Dai An Industrial Park, adding more than 1,000 apartments for workers and experts.

More than 1,000 rental apartments, together with commercial and service facilities, will be built to help meet housing demand among workers and experts in the city's industrial parks.
The project is being developed by Dai An Industrial Park Infrastructure Development One Member Co., Ltd. at Lots DV3 and DV4 in the expanded Dai An Industrial Park in Tu Minh Ward.
Built on a 4.28-hectare site with an investment of more than 1.11 trillion dong, the project will comprise seven 10-storey residential buildings providing more than 1,000 rental apartments for workers and experts, along with supporting commercial and service facilities.
The project is scheduled to be completed and become operational in phases from the fourth quarter of 2027.
Under a directive from the Prime Minister, Hai Phong is one of five localities required to break ground on at least one rental housing project in June 2026 and continue launching larger projects in the third and fourth quarters of this year.
The development also forms part of efforts to implement Party General Secretary and State President To Lam's conclusions on expanding social and rental housing, with the aim of strengthening social welfare, ensuring a stable workforce and enhancing the city's investment appeal.
Hai Phong's industrial parks and economic zones currently employ more than 360,000 workers, including about 140,000 migrant workers in need of housing. More than 78,000 people require worker accommodation.
Since 2021, the city has launched or is implementing 29 social housing projects with around 34,400 apartments. Two worker housing projects are already in operation: the LG Display workers' dormitory with 556 rooms and the Pegatron Vietnam worker housing project with 784 rooms. A third project, the Laguna Heyner worker housing development with 2,850 apartments, is under construction.
Between 2026 and 2030, Hai Phong plans to break ground on another 27 projects providing about 37,698 apartments, with priority given to rental housing linked to industrial parks.
