Hai Phong Party Secretary Le Ngoc Chau a ppointed Honorary Chairman of Hai Phong Business Association
Assuming the role of Honorary Chairman of the Hai Phong Business Association, Party Secretary Le Ngoc Chau affirmed the city leadership’s commitment to supporting and accompanying the business community and entrepreneurs during the city’s new stage of development.

On the evening of June 24, the Hai Phong Business Association organized the conference titled “Hai Phong Businesses and Entrepreneurs – A New Driving Force for the City’s Development.”
Attending the event was Mr. Le Tien Chau, Member of the Party Central Committee, Deputy Prime Minister, and former Honorary Chairman of the Hai Phong Business Association.
Representing the city leadership were: Mr. Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation; Mr. Do Thanh Trung, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; Mr. Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Mr. Nguyen Duc Tuan, Member of the Standing Committee of the City Party Committee and Standing Vice Chairman of the Hai Phong Vietnam Fatherland Front Committee; and Mr. Tran Van Quan, Vice Chairman of the City People’s Committee.
The conference was also attended by Mr. Nguyen Quang Vinh, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), along with a large number of entrepreneurs and business representatives from across the city.
Businesses must “Think Big, Act Big, Invest Big, and Contribute Big”
Speaking at the conference, Deputy Prime Minister Le Tien Chau emphasized that the event serves as an important forum for city leaders and government agencies to directly listen to the concerns, aspirations, and recommendations arising from business operations. It also reflects the sense of responsibility, spirit of partnership, and aspiration of the business community to contribute to Hai Phong’s development.
According to the Deputy Prime Minister, amid ongoing challenges facing both the global and domestic economies, businesses are the group that most directly feels the impact of economic fluctuations. In response, the Government has implemented various measures to remove obstacles and support business development, focusing on reducing administrative procedures, simplifying business requirements, and lowering the time and costs associated with business operations.
The central government is currently conducting a comprehensive review of the legal and regulatory framework with the aim of restructuring and redesigning regulations so that the law becomes a source of development, a competitive advantage, and an enabling factor rather than a barrier to investment, production, and business activities.
Drawing on Hai Phong’s development experience, the Deputy Prime Minister highlighted the effectiveness of the special mechanisms and policies granted to the city by the central government. Hai Phong’s achievements, he noted, demonstrate that an appropriate institutional framework is the strongest driver, resource, and competitive advantage for local development.

For the Hai Phong Business Association, the Deputy Prime Minister called on the organization to continue serving as a trusted representative of the business community; proactively participate in policy review and consultation; and accurately reflect the difficulties and challenges arising from business operations in order to contribute to improving the investment and business environment.
For the business community, the Deputy Prime Minister urged enterprises to foster a transparent, healthy, open, and accountable business culture; strictly comply with the law; and nurture ambitions for growth in order to “think big, act big, invest big, and contribute big” to the development of both the city and the nation.
Deputy Prime Minister Le Tien Chau also requested that all levels of government and city departments continue to reform their management mindset toward serving businesses, embracing the principle that “the success of businesses is the success of the government, and the development of businesses is the development of the city.” He emphasized the need to implement the spirit of “listen quickly, understand quickly, and act immediately” in handling matters related to enterprises.
Continuing to strengthen the partnership between government and businesses
Speaking at the conference, Mr. Le Ngoc Chau, Secretary of the Hai Phong Party Committee, highly appreciated the Hai Phong Business Association’s efforts in completing the necessary organizational requirements and approving its Operational Regulations and Work Program for the 2026–2031 term.
He noted that this marks an important transition from organizational consolidation to enhancing operational effectiveness, reaffirming the Association’s role as a representative body, connector, and partner of the business community during the city’s new phase of development.

According to Party Secretary Le Ngoc Chau, the achievements that Hai Phong has attained in recent years, particularly during the first six months of 2026, have been made possible in large part thanks to the significant contributions of the city’s business community and entrepreneurs.
On behalf of the city leadership, Party Secretary Le Ngoc Chau expressed his sincere appreciation, recognition, and gratitude for the substantial and practical contributions made by businesses and entrepreneurs to the city’s rapid and sustainable development. Every project that has been completed, every investment made, every job created, and every tax contribution to the state budget bears the imprint of the intelligence, resilience, determination, and dedication of Hai Phong’s entrepreneurial community.
The Party Secretary also expressed his appreciation for the support, attention, and contributions of Deputy Prime Minister Le Tien Chau to the city’s business community during his term as Secretary of the Hai Phong Party Committee and Honorary Chairman of the Hai Phong Business Association.
Party Secretary Le Ngoc Chau respectfully accepted the trust placed in him by the Executive Committee of the Hai Phong Business Association in assuming the role of Honorary Chairman for the new term. He stated that the position is both an honor and a significant responsibility, and pledged to continue listening to, supporting, and accompanying the Association and the city’s business community.
Hai Phong has set a target of having more than 87,000 active enterprises by 2030. The private sector is expected to achieve average annual growth of 14.5–15%, contributing approximately 43–45% of the city’s Gross Regional Domestic Product (GRDP) and 55–57% of domestic budget revenues.
To achieve these goals, the city is focusing on the coordinated implementation of policies and mechanisms designed to create new growth drivers. These include the effective implementation of National Assembly Resolution No. 226 on special mechanisms and policies; the development of the Southern Coastal Economic Zone and a new-generation Free Trade Zone; the promotion of science and technology, innovation, and digital transformation; and the cultivation of large and medium-sized enterprises as well as private economic groups capable of competing at regional and global levels.
Government agencies at all levels, together with the business community, will continue working to improve the investment and business environment, accelerate administrative reforms, and promptly address difficulties and obstacles faced by enterprises. At the same time, greater support will be provided to small and medium-sized enterprises, innovative start-ups, and private enterprises with the potential to scale up and compete internationally.
The city will also continue promoting digital transformation, innovation, and green transition initiatives; strengthen coordination among government authorities, businesses, and business associations; enhance the policy consultation and advocacy role of the Hai Phong Business Association; and encourage enterprises to fulfill their social responsibilities and contribute to the city’s sustainable development.
Party Secretary Le Ngoc Chau expressed confidence that, with the attention and guidance of the Party Central Committee, the Government, and Deputy Prime Minister Le Tien Chau, together with the spirit of unity, innovation, and determination of the city’s Party organization, government, and people, as well as the entrepreneurial spirit, resilience, and aspirations of the business community, the Hai Phong Business Association will continue to grow stronger. He added that the city’s enterprises will continue to thrive and make even greater contributions toward the goal of building Hai Phong into one of the region’s leading modern industrial port cities.

In his capacity as Honorary Chairman of the Hai Phong Business Association, Party Secretary Le Ngoc Chau expressed his hope that the Association would continue to serve as a trusted pillar for the business community, a responsible bridge between businesses and government authorities, and a driving force in promoting the spirit of Hai Phong entrepreneurs—characterized by resilience, intelligence, integrity, creativity, and dedication.
Turning trust into action
On behalf of the city’s business community, Mr. Tran Van Thang, Chairman of the Hai Phong Business Association and Chairman of the Board of Directors of the Sao Do Group, expressed his sincere gratitude for the support, attention, and insightful guidance provided by Deputy Prime Minister Le Tien Chau, Party Secretary Le Ngoc Chau, and the city leadership to the business community.

According to Mr. Tran Van Thang, Chairman of the Hai Phong Business Association, the Association has gained a profound understanding of three key messages from the conference: trust, responsibility, and action. Trust, he noted, must be nurtured through a transparent, stable, and fair investment environment. Responsibility requires every enterprise to continuously improve its governance capacity, comply with the law, adopt technological innovation, advance digital and green transformation, and ensure the well-being of its workforce. Action means translating the spirit of the conference into concrete programs and initiatives that deliver practical benefits to Association members.
The Hai Phong Business Association is committed to further strengthening its role as a trusted bridge between government authorities and businesses; accurately reflecting the realities and concerns of the business community; and actively participating in policy consultation and feedback in a constructive, lawful manner and in the interest of the broader community.
The Chairman of the Hai Phong Business Association affirmed that the Association, together with the business community, will continue to build and promote a business culture that reflects the values of Hai Phong entrepreneurs—resilience, solidarity, creativity, respect for the rule of law, and social responsibility—while making meaningful contributions to the city’s goal of achieving rapid and sustainable development in the new era.
