One application, multiple benefits for Hai Phong residents
The Smart Hai Phong application is gradually becoming a direct bridge between residents and the city government.

Practical benefits
The 2026–2027 National High School Graduation Examination recently saw a large number of users accessing the Smart Hai Phong application, with tens of thousands of examination score inquiries.
Vu Minh Duc, a candidate who recently completed the entrance examination for the History-gifted class at Nguyen Trai High Gifted School, said that he downloaded the Smart Hai Phong application as soon as he learned that the city was providing examination score lookup services through the platform.
“I found the login process simple and the interface easy to use. When checking my examination results, there was no network congestion as experienced on some other platforms. Within just a few minutes, I was able to view my results,” Duc said.
In addition to examination score inquiries, Smart Hai Phong integrates a wide range of services, including tracking public service applications, accessing information on education, healthcare, transportation, urban planning, electricity outage schedules, and temporary water supply suspension notices. Residents only need a smartphone with an internet connection to access numerous services from home.
On June 18, a resident of Gia Vien Ward reported through the Smart Hai Phong application that many people were occupying the roadway along Le Loi Street, causing traffic obstruction. Immediately after receiving the report, Gia Vien Ward authorities directed relevant forces to inspect the situation, handle the violations, and restore the sidewalk for pedestrians.
Earlier, on June 10, the People's Committee of Vinh Thuan Commune received a report from citizen Ng.T.D. regarding Quy Cao Petrol Station, which had erected metal fencing close to the roadside within the traffic safety corridor of National Highway 10, posing potential safety risks. The Chairman of the People's Committee of Vinh Thuan Commune assigned the Economic Department to inspect, verify the matter, and respond to the citizen in accordance with regulations.
As a resident who regularly follows city information, Mr. Nguyen Van Xinh of An Phong Ward highly appreciates the feedback and recommendation feature available on the application.
“Previously, if residents discovered damaged roads, waste disposal issues, or violations of urban order, they had to report them through various channels. Now, they simply open the application, take a photo, and submit the information. The relevant authorities receive the report, while residents can track the handling process and receive specific feedback,” Xinh said.
According to Mr. Xinh, the public disclosure of handling results on the application demonstrates the authorities’ willingness to listen to public feedback, thereby strengthening trust within the community.
Toward a service-oriented administration

The Smart Hai Phong application is a digital platform launched by the city’s People's Committee, with the Department of Science and Technology serving as the lead implementing agency. The platform aims to establish a direct communication channel between residents and authorities at all levels.
The application has been widely available since July 2025. In early 2026, the city continued to upgrade the interface and add a range of user-friendly features. Designed in a modular format and optimized for mobile devices, the application enables residents to easily access news, receive notifications, submit feedback to authorities, monitor the processing status of their requests, and assess their satisfaction with the services provided.
According to Mr. Vu Dai Thang, Deputy Director of the city’s Department of Science and Technology, Smart Hai Phong serves as the official communication channel between the government and residents. It supports the submission of on-site reports, access to administrative information, tracking the progress of administrative procedures, and obtaining updates on the city’s directives and governance activities.
The application also integrates various services that support daily life, including healthcare, education, transportation, tourism, planning information, and recruitment opportunities. Among its features, those receiving the greatest public interest are feedback and recommendations, public services, the Hai Phong digital map, and essential information services.
“Residents’ active adoption and use of Smart Hai Phong not only provides practical benefits but also contributes to the development of a digital society and digital citizenship, moving toward a modern administration that increasingly meets the needs of the people,” Mr. Thang said.
According to statistics, the Smart Hai Phong application has recorded more than 50,000 downloads on the Android and iOS platforms, with hundreds of thousands of visits and user interactions. Since July 2025, the city has received 1,056 recommendations and feedback submissions from residents and businesses through the application. Of these, 88.5% have been resolved, while 11.5% remain under review. Most reports concern transportation, urban order, environmental sanitation, and administrative procedures.
After receiving feedback, the city’s Intelligent Operations Center (IOC) forwards the information to the relevant authorities for timely handling.
According to Mr. Vu Dai Thang, the IOC has synchronized its database with the 1022 Hotline, the city’s channel for receiving public feedback and recommendations. This integration helps build a visual real-time monitoring system for tracking the receipt and handling of public feedback, thereby improving supervision and follow-up efficiency.
According to Mr. Hoang Minh Cuong, Vice Chairman of the city’s People's Committee, the distinguishing feature of Smart Hai Phong lies not only in its ability to receive public feedback but also in its mechanism for publicly disclosing handling results and allowing residents to evaluate their level of satisfaction.
“The city always considers residents’ satisfaction to be the most important factor. Once departments, agencies, and local authorities have resolved a recommendation, the results are published on the application for residents to review. Individuals who submitted the feedback also have the right to evaluate their level of satisfaction directly on the system,” Vice Chairman Hoang Minh Cuong emphasized.
With tens of thousands of downloads and hundreds of thousands of visits, Smart Hai Phong is becoming one of the city’s most effective official communication channels between the government and residents, contributing to the development of digital government and a more citizen-centered public administration.
