Hai Phong tax steps up digital transformation, taxpayer support
The Hai Phong Tax Department is accelerating administrative reform and digital transformation while expanding support for businesses and individuals.

Renovating taxpayer support
Domestic budget revenue in Hai Phong reached 53.7 trillion dong in the first five months of 2026, equivalent to 52% of the annual target and up 4.7% from a year earlier, as tax authorities stepped up digitalization and taxpayer support efforts.
The Hai Phong Tax Authority has rolled out a range of measures to strengthen revenue collection, prevent tax losses and improve taxpayer services, with a focus on expanding outreach and diversifying communication channels.
During the first five months of the year, the authority provided more than 33,500 in-person consultations and handled inquiries from more than 91,000 taxpayers through digital platforms. It also organized 113 training sessions and 48 dialogue conferences to explain new tax policies, particularly tax exemptions, reductions and payment extensions available to businesses and household enterprises.
Enhanced guidance and support helped lift the on-time tax filing rate to 98.69%.
At the same time, authorities stepped up risk-based oversight of sectors considered vulnerable to tax losses, including e-commerce, gold and jewelry trading, and companies engaged in related-party transactions.
In the e-commerce sector alone, tax authorities collected more than 62 billion dong in back taxes from organizations and individuals that had not fully met their tax obligations.

Accelerating digital transformation
The Hai Phong Tax Authority has identified digitalization as a key priority and is expanding the use of technology across tax administration and taxpayer services.
More than 88,000 business households have installed and are using the eTax Mobile application, representing about 94% of active business households in the city. The platform allows users to check tax obligations, make electronic payments and receive notifications from tax authorities at any time.
The rollout of electronic invoices generated from cash registers has also expanded, with coverage reaching 98.37%. The digitalization of business data has improved transparency while helping authorities monitor and analyze information more effectively.
To strengthen engagement with taxpayers, the authority has maintained two-way support groups on Zalo, which now connect with 97% of business households under its management.
The authority is also testing an internal artificial intelligence system designed to support data management and risk analysis, part of broader efforts to build a more modern, data-driven tax administration system.
According to Hai Phong Tax Authority Director Nguyen Tien Truong, creating a transparent and convenient environment for tax compliance remains a key objective, alongside improving efficiency, preventing revenue losses and supporting business growth.
The authority plans to continue reviewing revenue sources, expanding digital services, standardizing tax databases and strengthening oversight of e-commerce and other digital business activities.
