Contract vehicles must share transportation data with Ministry of Public Security from January 1, 2028
From Jan. 1, 2028, contract vehicles must share transport contract data with the Ministry of Public Security before each trip.
The Government has issued Decree No. 218/2026/ND-CP, dated June 19, 2026, amending and supplementing several articles of Decree No. 158/2024/ND-CP of Dec. 18, 2024, which regulates road transport activities.
Decree No. 218/2026/ND-CP revises and supplements certain clauses of Article 7 of Decree No. 158/2024/ND-CP on contracted passenger transport, specifically:
It amends and tightens point a, Clause 4, to strengthen management of contracted vehicles, and adds a ban on picking up or dropping off passengers at businesses’ fixed points. Under the new rules, contracted passenger transport business units are prohibited from confirming seat reservations for individual passengers; issuing tickets; collecting fares; assigning fixed routes or timetables that serve multiple passengers or different chartering parties; and using commercial vehicles to pick up or drop off passengers at a company’s head office, branch office, representative office, or any other fixed location leased or used for business cooperation, or on public streets.
Notably, Decree No. 218/2026/ND-CP adds Clauses 11 and 12 to Article 7 of Decree No. 158/2024/ND-CP concerning connection and data sharing for passenger transport contracts. From Jan. 1, 2028, passenger transport business units must connect to and share data on the contents of passenger transport contracts with the Ministry of Public Security (Traffic Police Department) prior to each trip. Data held by the Ministry of Public Security will be used for patrols, inspections and other relevant operations; it will also be shared with the Ministry of Construction (Vietnam Road Administration), the Ministry of Finance (Tax Department, Customs Department), and provincial People’s Committees (Departments of Construction) to support state management functions.
The Ministry of Public Security will provide regulations and guidance on connection, data sharing and the use of passenger transport contract data.
