Ministry of Agriculture and Environment rolls out air pollution control plan

Vietnam's Ministry of Agriculture and Environment has issued Plan No. 2197 to implement the national action plan on tackling air pollution and managing air quality for 2026-2030, with a vision to 2045.

The plan aims to effectively carry out tasks assigned under Prime Minister's Decision No. 2530/QD-TTg dated Jan. 19, 2025 approving the national action plan. It also defines the responsibilities of agencies and units under the ministry to ensure coordinated and effective implementation.

Units assigned to lead specific tasks are required to proactively develop implementation plans and propose necessary resources to ensure progress, quality and consistency with related programs and plans in line with legal regulations.

The ministry said implementation should be practical and flexible, aligned with available resources and supported by close coordination among its subordinate units, other ministries, local authorities and relevant agencies.

The plan outlines a number of broad measures, including improving policies, legislation and mechanisms for air quality control and management; promoting research, technology transfer and digital transformation in air quality management; strengthening monitoring, warning and forecasting capacity and operating air pollution warning and control systems.

It also calls for measures to curb emissions from industrial activities, promote green solutions in the agriculture and environment sectors, step up inspections and enforcement and expand international cooperation and public communications.

The Environment Department has been designated as the focal agency responsible for monitoring and compiling implementation results.

The Meteorological and Hydrological Administration will lead the collection and provision of meteorological observation and forecast data to support air quality modelling and forecasting.

The National Remote Sensing Department will apply remote sensing technology and conduct large-scale monitoring to detect pollution hotspots.

The ministry has assigned the Forestry and Forest Protection Department to develop programs on tree planting and green public spaces in urban areas and to implement activities related to forest fire prevention and control.
