Promoting enthusiasm, creativity, and sense of responsibility of youth in summer volunteer campaign

The Launch Ceremony of the Summer Youth Volunteer Campaign and the Workers’ Youth Festival was recently held in Hai Phong, attracting the participation of more than 1,200 people.

On the morning of June 7, at the City Youth Cultural Center, the Hai Phong Youth Union, in coordination with the City Labor Federation, launched the 2026 Summer Youth Volunteer Campaign and the Workers’ Youth Festival, attracting more than 1,200 youth union members, young people, and workers.

Attending the event were Mr. Bui Quang Huy, member of the Party Central Committee and First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; and Mr. Le Ngoc Chau, member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the city’s National Assembly Delegation.

Also present were members of the Standing Committee of the City Party Committee, including Mr. Vu Tien Phung, Vice Chairman of the City People’s Committee; Mr. Nguyen Quang Phuc, Member of the Standing Committee of the City Party Committee and Head of the City Party Committee's Propaganda and Mass Mobilization Department; Mr. Nguyen Duc Tuan, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong; Colonel Bui Xuan Thang, Commander of the City Military Command; and Mr. Hoang Quoc Thuong, Standing Deputy Secretary of the Party Committee of the City Party Agencies.

At the ceremony, Ms. Nguyen Thi Thuy, member of the Central Committee of the Ho Chi Minh Communist Youth Union, Vice President of the Vietnam Fatherland Front Committee of Hai Phong, and Secretary of the Hai Phong Youth Union, officially launched the 2026 Summer Youth Volunteer Campaign and the Workers’ Youth Festival.

This year’s campaign focuses on 10 key targets and 18 city-level activities. Major priorities include contributing to socio-economic development; promoting digital transformation, new-style rural development, and civilized urban areas; ensuring social welfare and environmental protection; and supporting national defense and security in disadvantaged localities, particularly border communes, in connection with the implementation of the project “Vietnamese Youth Accompanying Children and Adolescents in Border Areas for the 2025–2030 Period.”

In his remarks, Secretary of the Hai Phong Party Committee Le Ngoc Chau acknowledged and highly appreciated the positive contributions made by the city’s youth. To build on these achievements, he urged youth organizations at all levels to continue innovating the content and methods of volunteer activities in a practical, effective, and sustainable manner, while both inspiring youth participation and delivering measurable results at the grassroots level.

Secretary of the Hai Phong Party Committee Le Ngoc Chau emphasized that Resolution No. 05 of the City Party Executive Committee on “Building and Implementing Several Models of Socialism Associated with Socialist Citizens in Hai Phong for the 2026–2030 Period and Beyond” has identified 11 key models for implementation.

He called on youth organizations at all levels across the city to incorporate these contents into the Summer Youth Volunteer Campaign immediately, not only through communication and awareness-raising activities but also through concrete actions undertaken by each youth branch, volunteer team, and individual youth union member.

To help bring the Party Committee’s resolution into everyday life, particularly in the study, work, training, and community engagement of the city’s young people, each grassroots youth branch should register at least one community-oriented project or initiative linked to the criteria of a “Socialist Youth Branch,” while each youth union member should commit to a personal development goal aligned with the standards of a “Socialist Youth Union Member.”

The campaign will focus on promoting civic awareness, discipline, cultural behavior, digital skills, foreign language proficiency, physical well-being, volunteerism, and a sense of responsibility toward the community. Youth organizations are encouraged to organize practical and experiential activities that help young people improve their foreign language abilities and international integration skills during the summer, thereby contributing to the development of Hai Phong as a modern, civilized, green, livable, and dedicated port city.

Youth organizations at all levels are also urged to continue paying close attention to the protection, care, and education of children and adolescents. In particular, preventing drowning and child injuries must be identified as a key and urgent task during the summer months.

At the same time, efforts should be made to provide healthy and safe summer activities for young people while proactively preventing crime and social evils from emerging at an early stage, especially those related to drug abuse and other addictive substances.

Emphasizing that numerous projects, tasks, locations, and missions are awaiting the contributions of the city’s young people in the coming period, Secretary of the Hai Phong Party Committee Le Ngoc Chau expressed his hope that every Youth Union official, member, and young person would participate in the Summer Youth Volunteer Campaign with the highest sense of responsibility, adhering to the principles of “matching words with actions” and “doing more, talking less.” He called on youth volunteers to work effectively, thoroughly, and with determination so that every youth-led project and initiative would make a meaningful contribution to the socio-economic development of localities, agencies, and the city as a whole.

As part of the program, the Hai Phong Labor Federation, in coordination with the City Youth Union, presented 200 gift packages to young workers facing difficult circumstances. Each gift was valued at VND 1 million, bringing the total support value to VND 200 million. Of these, 40 symbolic gifts were presented directly at the launch ceremony to encourage and support young workers, helping them feel secure in their work and production activities.

At the event, the Standing Committee of the Hai Phong Youth Union also symbolically launched seven youth-led projects and initiatives in response to the 2026 Summer Youth Volunteer Campaign, with a total value of VND 840 million.

These initiatives include the construction of a “House of Compassion” and a “Red Scarf House” for disadvantaged beneficiaries; the installation of playgrounds for children; the development of rural street-lighting systems; the organization of a series of “Zero-Cost Market” programs; free medical examinations and treatment; free swimming classes for children and adolescents; and the provision of supplies and support materials under the “Exam Season Support” program.

On this occasion, the Hai Phong Youth Union, the Hai Phong Economic Zone Authority, the City Military Command, the Department of Home Affairs, and the Department of Education and Training signed a cooperation agreement on attracting, counseling, and introducing employment opportunities for local workers as well as workers from other localities to work in Hai Phong’s industrial parks, economic zones, and future free trade zones during the 2026–2030 period. The initiative aims to help meet the city’s growing workforce demands and support its development in the new stage.

During the program, the Hai Phong Youth Union honored and rewarded 12 collectives for their outstanding achievements in building, strengthening, and developing Youth Union and Youth Association organizations during the 2020–2026 period. The event also marked the launch of 12 newly established Youth Union and Youth Association organizations within non-state enterprises, cooperatives, and non-public service units.

The organizing committee officially introduced volunteer youth teams and carried out the launch ceremony for the Summer Youth Volunteer Campaign.

Immediately following the launch, leaders of the Central Youth Union and Hai Phong City visited discount booths and “Zero-Cost Market” stalls set up for youth union members, young people, and workers. At the same time, numerous activities in support of the campaign’s launch and the start of the summer volunteer season were simultaneously implemented across grassroots units throughout the city.
