Two‑tier local government model close to the people
After nearly a year operating the two‑tier local government model, many communes and wards have shown clear results in carrying out tasks and effectively handling grassroots issues.
These results confirm the decisive leadership, renewed and close oversight of the Party committees and local authorities, and the sense of responsibility among commune‑level officials and Party members in serving the public.
At the midterm review of one year operating the overall political system organization model -the two‑tier local government model, Mr. Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee and Head of Hai Phong’s National Assembly delegation, emphasized that Party committees, localities, agencies and units must continue to strengthen leadership, direction and management in a decisive, thorough and responsible manner; assign clear tasks, specify responsibilities and deadlines for each collective and individual; and promote the role of heads of Party committees, localities and agencies in implementing tasks.
The City Party Secretary also ordered Party committees, localities and agencies to tighten discipline in public service execution; strengthen regular inspection and supervision; effectively handle the difficulties and obstacles of residents and businesses. At the same time, he asked units to proactively review and resolve issues, shortcomings and obstacles arising at the grassroots level within their authority.
