On the morning of June 4, the Standing Committee of the City People’s Council in coordination with the National Assembly’s Committee on Deputies’ Affairs, opened a training programme to provide knowledge and operational skills for the city’s People’s Council delegates at all levels. The event combines in-person and online formats, connecting 113 communes, wards, and special zones throughout the city.

In his opening remarks, Member of the Party Standing Committee and Standing Vice Chairman of Hai Phong People’s Council Dao Trong Duc said that roughly 40% of the city’s delegates are serving for the first time. The new organizational model and development context require the city People’s Council at all levels to strongly renew their content and working methods toward greater professionalism, modernity, and closer ties to the people.

The training program includes seven modules, such as: an overview of the role, position, and authority of the city’s People’s Committee linked to recent legal provisions; skills in supervision, voter contact, discussion, questioning, citizen reception, and handling complaints. The program also offers specialized topics, including decision-making and oversight skills in public investment and land, and skills in applying artificial intelligence (AI) in delegates’ activities.

Representatives from the National Assembly’s Committee on Deputies’ Affairs highly appreciated the Standing Committee of Hai Phong City People's Council's decision to include AI application in the training curriculum. In the context of comprehensive digital transformation, effective use of technology will help delegates increase work productivity, and better serve voters.
